It's like the parts for a silencer (RL)individually they are all legal but put them together to make said silencer and those partsas one item become very, very illegal.

It's contraband. It's not supposed to sold at the corner shop, at least not without heavy consequences. Convienence stores don't have crack on the shelves next to the gum.

Hm...if I had to choose I'd say B.
Because without a smuggling system it's just making our job harder. I would have to be on to sell spices, to sell sliced weapons, or anything else for that matter. If I wanted that I wouldn't have taken up the merchant profession to begin with. I don't think it'll help our profession all that much. I think the lack of supply without a HIGHLY increased demand will simply keep people disinterested in spices. So without a change to the system first it has to be B, simply because I do not see the practicallity of it in the profession as it is now, nor following whatever changes are coming up in the CURB.
Personally I think there is a middle ground here and I think that middle ground is important. I think that this is NOT an either or question, nor should it be. I think instead of asking what we'd rather have I think we'd be better off coming up with a ton of alternate ideas in the hopes that one of them will be doable enough to make it into the game.

How 'bout we modify the pushers so we can allow other smugglers to use them.
If I can rmember to not turn my back on another Smuggler I'd probaly take on a partner or 2.
