If you're referring to the new caps, yes. I made note of what the new caps are on TC...though I'm not going to post them until after the publish goes live, as they could change between now and live.
As it stands now though, Colonel will have a cap of 120k FP.

Hey I have a question:
With the new TEF/Overt/Covert rules do I have to be "special forces" to delegate faction now? where as before you had to be overt. And Do I have to be "Special forces" to purchase the pvp bases from the recruter? where as before you had to be overt to even get bases as an option.
Disclaimer: I'm impatient and a notorius skimmer so if its in the post already ...sorry.

Unless they changed it in the last patch, you still need to be S.F. to /del.
As far as purchasing installations, you can purchase all perks from the recruiter as a Combatant.
And, yes, the part about being S.F. to /del was in the post already...in the first section.

Based on what I saw on TC yesterday, the "donation" line had changed. Can someone check to see what the line is in Live now?

Fantastic posting, Dreven... but there's one thing I'm not clear on (that I know of)
Winning/losing.
So if I'm on say Tatooine and ask the recruiter how the war is going and the Imps are 'winning', like 234 bases to 10 or something. That means that it costs less to buy faction points, but faction perks cost more? Is that correct? So to maximize profit we should buy faction on a planet where we're 'winning' and then buy the perks on a planet where we're losing?
Or... is there a different definition for winning/losing? I looked around the GCW forums and didn't see anything about this, thought the smuggler community might have a better handle on it, anyway.

No, Faction Points cost always the same. No matter if you win or lose.

Faction items cost less if your side is winning but actually buying points cost the same.
