Yeh, I've been biting my nails not being able to talk about this with you guys. I'm very excited about it from the point of view that it's a good move forward for the game as a whole and the fact that neutral NPCs scan you now is great; I am however left withof a sour taste due to the higher ranks still not receiving punishment

You wouldn't happen to know if the frequency of the scans has been upped too, do ya? Or is that a NDA thing?
Well, there'll be scan teams in every city (on Naboo, Corellia and Tatooine), so technically there is more scanning.

Even though officers are defacto smugglers in their own gained territory, I think that they are heavily scanned and harrassed in enemy territory.
Even if a colonel can get used to being a smuggler in their own territory, but they won't grow accustomed to it because they will get into the habit of always being on guard anyways from attacking enemy soil.
I have a strong suspicion that military equipment will be made highly illegal in the future, and I want my factions officers capable of moving that equipment around easily on our own terf.
I think the fact that enemy territory will show NO leniency toward the opposite faction, this presents the PERFECT climate for smugglers to find a job escorting military supplies through areas of enemy ground. This equipment WILL be needed to fight for control of the planet, and smuggler will be the needed tool to get that equipment there.
That would be cool though!

well, nuetrals still have the scans for contraband and such, just no faction scans. and now it is done by more than just stormies. in fact, nuetrals have to worry about imps, rebs, and police scanning them.
Yes but there is still one big sticky point that has been yet to be addressed ...
I for one am ALL FOR the changed to faction scanning INCLUDING THEREBEL RANK PASS! I dont see this as an addition of a rebel loophole, but rather the replacement of the imperial loophole with a faction loophole ... now instead 50% of the people being safe all the time everywhere, nobody is every always safe. (although 100% success on evading scan is just wrong...should be something less than 90%)
Anyhow the point I'm concerned about is the nuetral scanning. So they lose faction ... so what!? They arent a combatant and wont be shot at by NPCs anyway...who cares? A fine of a few thousand credits? Please that's no fine.
We need the following table to be filled out by the DEVs before I'm willing to say this is good for the smuggler. I do really like the occupation changes...but I'm not ready to say its good for the smuggler until all the below points are addressed.

I fail to see how this is the case. Enemy NPCs shoot on sight not wait for scan. A smuggler cannot help that. The only people we can help move are people on leave or not in a faction ... everyone else neednt worry about scans because they're just going to get shot on sight anyhow.
Our only market left is neutrals and on leave.
On leave wont want to risk getting outted...
but what real need do nuetrals have for us... why should they care? (any I personally doubt we're going to see alot of on leave people once the system burns in)

If they lose faction too often, they will become "attack on sight" by the neutral police force, not because of their scans, but because of their faction to them.
For example, if you keep being scanned by CorSec and losing faction to them, eventually you will have bad enough CorSec faction that they will attack you. It is not in contradiction with the "neutral do not get attacked on a failled scan" because they would not even scan you by now, they would attack you because of your bad faction with them.
But that table is great, what about posting it on the official thread?

Well it sounds to me like the local police force works for the controlling faction. Sounds to me like you'd lose controlling-party-faction not police-force-faction. I'd like a dev to clarify this. The occupation is great...but where is the oppression that comes with that? What are the consequences of non-compliance?
