Sad, but I think you're actually right... I bet they look at this as a temporary "stage" to jedi, didn't think anyone would actually stop there, so why fix itheh.

i got ranged speed as my free unlock. i have master rifleman, without master marksman or any speed clothing and i fire at the speed cap. i noticed a huge difference in getting that enhanced ranged speed
so it would seem it works fine for me.
also i do not have melee speed (although it is unlocked, i have no boxes filled yet)

Could you(or anyone saying the same thing) please post combat logs? Waste has brought this issue to the Dev's attention, but they haven't said it has been fixed yet. If it has been 'stealth fixed', it'd be nice to know

i can do it when i get home (have to turn on timestamping)
not sure when this issue was reported, but i got the free unlock in the last week of the first stage, and i've been shooting fast as hell from the day i got it.

One more thing morticide, what is your template ? Specifically, do you have any melee profession as well ?

If I'm reading correctly, you have 11 shots fired in 13 seconds just by looking at the log there. It could be nice to have an extended log(just grab the top of the box and pull it up to allow more data per screenshot), but given what we have:
6.8 speed T-21 x HS3(2x delay) = 13.6 x .1(100-90[rifle speed mod]/100) = 1.36 seconds per shot. This is with MR and no additional speed enhancements(including FS). So if the FS ranged speed is not working, you will be shooting this fast.
Your log shows 11 shots fired within a 13 second timeframe.13/11 = 1.18 seconds per shot. That's definitely not the speed cap, but it's not the estimated 1.36 seconds either.
If FS speed works as a % as some people theorize, you would have 100.8 as your new rifle speed mod(90 x 1.12). That would mean you are firing every rifle at the cap regardless of specials. If it works as a flat number, then your new rifle speed mod is 102 which also results in you firing every rifle at the cap regardless of special used. So it would seem that FS ranged speed is not working at all(an extended combat log would be able to verify this) or it is working, but providing a substantially smaller bonus than previously thought.
This is all assuming my math is properly done, I understand the 'FS speedworking as a percentage' theorycorrectly, and lag was not involved.

Morticide post your rifle speed, and use strafe2, not mindshot. Try at least a 7.4 T21 to easily show the difference. Even check the bazaar for some crappy tusken at 10 speed.
Headshot is fast enough that unless you have a slower T21 you will actually cap even at +90.
A higher rifle speed base will show if you are capped or not and the strafe2 with its 3x mod will accentuate it.

I noticed I wasn't shooting as fast I thought I would be with my rifle with Melee Speed. I will have to test this as well.

i didn't get a ss, but i did try adv strage with my current T21 (hadn't had time to get a slower one) and it's not quite capped. it is alot faster than it was before the ranged speed, but it wasn't until i checked the timestamps that i noticed it wasn't as fast as it should be

22-28 (6 seconds) Strafe Shot 2 each second (then ran out of HAM)
52-05 (13 seconds) Strafe Shot 2 each second (then creatre died)
48-07 SS2 each second
09-15 Normal Shot each second (Ran out of HAM, beleive it hiccuped)
17-18 Normal Shot each second (I peace, heal myself...)
37-44 SS2 each second

My Conclusion - Melee Speed is still working for Ranged Weaponry.
