yup, take the max and multiply it down here's how.
If enemy has ranged mitigation3 , 25% of max dmg is taken away 3 times, so, a 400 max dmg gun will be taken down to about 200 or so.
but the minimum dmg is un affected by mitigation, you figure it out. so a 200-400 t21 is actually more dmging if the enemy has mitigation then a 75-650 dmg laser rifle.

Depends entirely on the target. I use the T21 more often than anything else in my collection of rifles. When hunting NS though, several of these targets end up taking more damage from my speed sliced laser rifle than from my T21 due to resistances, and the fact that I am not speed capped. There are usually reasons (and good ones) to carry several rifles in your inventory. I carry, at all times- Laser Rifle, T21, SG82, DXR6b, and Bowcaster (somewhat for flavor, but against anything without energy resists, this thing is insane, the damage range looks like a T21's, but with a speed under 5) Bottom line, adjust your tactics to the target.

simple answer: T21 cuts thru heavy armor and Laser cuts thru medium with nice damage. T21 is more powerful overall no matter wat damage the laser has.

I would think for leveling the laser is better. When you grind a profession, speed is ually the first tree you go up, so for leveling the laser
But in pvp, T21 hands down. AP3, Massive damg and an alright min.

In PvP it's best to take a shot with the jawa to see if your opponent is unlucky enough to have forgoten his stun protections. If he is prepared go to DXR-6b unless you're T21 is massively better.

Yeah, my example was a tad extreme. A speed sliced T21 ( like the5.8 one Iused in my example) would beat the Spraystick. But the advice being given is not what the person asked about.
The guy asked about leveling up. NOT stuff at Master, NOT PvP, NOT shooting AR 3 Turrets, NOT best weapon when speed capped. All your replies are correct for the situation YOU describe. They do nothing for the question that the poster asked. Even at Master without speed cap, weapon speed evaluation is an essential consideration.
As you level up the abilities tree, there are better weapons to be considered. Also is the DXR-6b with its exceptional acurracy and fast firing rate, as well as a new resistance weapon. The T21 would eventually place it over lessAP faster weapons, for SOME situations. But ONLY after the Rifleman has attained some rifle speed. A novice rifleman shooting a T21 to level up is seriously hindering his/her exp rate.

Anyways you could use a laser rifle if you wanted to or get a t21 that is speed sliced and a pup that lowers the speed. I had a t21 with the speed of about 3.5 or something insane like that and was taking things down after two shots. Either way rifles is a b!tch to grind until you get to 4004 then its pretty easy no matter what weapon you use.

That's actually not insane. At rifles 4, you are certified to use a spraystick, and are not certified to use a T21

Small difference between rifles 4 in marksman and rifle abilities 4 in rifles, think.

enter your weapon speed, min damage etc and it will tell you your base damage per second.
dont forget to add afterwards the +25% for a t21.

heres the reasons:
1) much greater damage range between the two, namely, lasers hit low, and well, from my experience with them, they hit low alot.
2) Heavy Armor Piercing pwns you.
3) Heavy Armor Piercing pwns you.
4) at master, speed doesnt really matter.
5) did i mention Heavy Armor Piercing?
edit: also, forgot mitigation, that really slaps the laser around...(i believe the formula is: min + .4(max-min) = max) assuming 40-400 base, ranged mitigation 3... 360 * .40 = 180 max damage, vs 150-350 with ranged mitigation 3... 200 * .40 = 230 max damage
