Part of the problem, too, is that some of the Doctor stuff isn't quite working right either. I'd say we'll have to wait until that part gets fixed before we can see if it's working with Med Specialization and droids.

any structure that you need to manually pay maintenance to does not contribute to the maintenance cost of the city.
Q: There are structures in my city from players who have left the game/no longer active. How do I remove unwanted player structures from my city?
A: There is currently no way to remove player structures from a city if the structure was fairly placed (meaning with /grantzoningrights or with no zoning enabled and not due to a bug). Placing items that prevent a player from accessing their structures is considered griefing.
While a house with 0 maintenance will eventually become condemned, those structures will remain and not be destroyed due to lack of maintenance. According to Tiggs, "Condemned houses will stay until the time that the Character/House Purge system kicks in and clears out houses of inactive characters and cancelled accounts."
Now, that does not say anything about 'move.' Is it possible to have a CSR move structures to another location? The city I am in now is very cluttered, and we would like to remodel the city, but a fair amount of the buildings are no longer in use by players.
That is how the cap is supposed to work. If you capped out lower than that and lost xp, there's a problem.
What level were you before the election and what did you cap out at?

has it been 3 weeks in game time? server downtime will affect the voting cycle, and it also takes a while for the server to process the update. I've heard of folks that had to wait over a day past the 3 weeks before their city is updated.
