there is no special rule. for any city update, you can only go up one level max.

Decorations can be picked up by the mayor using the radial menu on the decoration.
There isn't any way to put something up on top of the two columns, though. That would be cool if we could. ![]()

Well sure, it's not called "politicianupgrade"...but it's not called "icon upgrade" or "music upgrade"either.
Spend a few minuteson test center and you'll see that the whole game is changing, not just combat. If they wanted to, they couldwrite a few lines of code and give us a funny hat, a new emote, ora special "politician ring"with +3 camouflage.
Am I bitter? Maybe a little. I'd be less so if the master box hadn't boasted "additional, powerful specializations" for over a year. Or that Jedi could fight club with the full support of SOE while politicians are under strict supervision on how and when they get their votes (as shown by the numerous times the code has been revised with the city advancement and voting systems).
