Q: What determines a city's factional affiliation?
A:Player city structures may show as being aligned to either Rebel or Imperial based on the Mayor's affiliation at the time the structure was placed. While player cities are technically neutral (meaning there can be no factional actions taken against any civic structure), a factionally-aligned mayor that places civic structures will have that structure show on the planetary and overhead map as being aligned to their faction.
For example, a Mayor that is Rebel and places a garden will have that garden show up on the map as Rebel. If they go neutral, it will still show as Rebel unless they pick it up and place it again. The only way to un-faction something in a player city that shows as faction is to pick it up and place it again with a neutral character.
A Mayor with Martial Policy 4 may also place factional mission terminals in their city.

the city itself cannot be affiliated with a certain faction, but gardens and cloners are "aligned" with the mayor's faction at time of placement. I'm not sure how the cloner's affected how that there are new GCW rules and my mayor's neutral, so could someone test this out?

I'm not sure how the cloner's affected how that there are new GCW rules and my mayor's neutral, so could someone test this out?OK, what I know used to happend pre the last patch in my city (I wasnt mayor) if we were pvping inside the city and I died as an imperial, and cloned in the city, I would stay overt, so is that just because the cloner was placed by an imp? Cause I had always thought the whole city was imp.
it's just because the cloner was placed by someone that was imp at the time of placement. I think that there was a patchnote somewhere back that said you now clone on leave (?), and I'm not sure if that only applies to NPC cloners.
- Changed the weekly maintenance cost for shuttleports from 25k to 75k. The change in fee was double checked in-game. (Thank you to Moonkat for bringing this to my attention!)
- Updated the information on factional affiliation to reflect the fix to civic structures showing as the faction of the mayor that placed them.
- Added clarification on the travel fee to reflect the bug that does not add to the city treasury on remotely purchased tickets or incoming tickets.

In fact, if those houses are their declared residences, then they only need to enter their houses for them to become citizens.
I saw this work several times when building a metropolis from day one of Player Cities on Naritus, and have just tried it again in two different ways:
1. A player placed a city hall, had 10 citizens declare and then destroyed the City Hall. I placed a city hall in the exact same spot and each of those players citizens as soon as they entered their houses and they did not have to declare again.
2. When the city expands, 10 houses that were within range became part of the city and their owners became citizens just as they entered their houses.
