Just declare from in your home and your set. Providing your inside the city limits of course 
im guessing you cant be a citizen of your own city right?
is the basic city limits witht he 5 people big enough to house a cantina, and how big does a city need to be for a shuttle port or a starport?
how extensive are voting rights?
if/when you get a port of some kind is it immeadietly findable on a travel terminal?

In one of your posts ( http://forums.station.sony.com/swg/board/message?board.id=TestCenter&message.id=25466) you stated that on Dantooine you could build both Tatooine and Naboo structures yet several tiems I've tried to place a Tatooine guild hall without success. Was this information changed? Anyone else having this problem?

may be a stupid question...but I haven't seen it mentioned anywhere...
yes, it does take skill points..the same number that a novice anything takes, I believe that's 15. Then you need more to climb the tree and get things for your city.

Are city hall deeds created by Architects? How much do they cost? If not, where are they acquired, and how much do they cost?

To answer the deed question, Master Arch's can buildany of the deeds for a city, some, like the Merchant Tent or Shuttle Port, require parts to be build by other crafter classes.
I built a Correllia bank yesterday and I am currently building atleast one of each city deed for those new Mayors who want to have those buildings in supply and on hand. Now I just want to know if anyone has built and placed a hall...
