Congratulations on the purchase of the Hometown Starter Kit from your local Galactic Planning Commission! You're about to embark on a grand new role in the universe. This quick start reference was created to help make your transition to Mayor as painless as possible.

We've broken everything you need to know to quickstart your city into three easy steps: Campaign, Surveying, and Foundation. Included in this kit are this document and a voucher allowing you to purchase a deed for the city hall style of your choice from practicing architects of high skill.

Step 1, Campaign:
In order to become Mayor of your new Hometown you'll first need to have campaigned by gathering Apprenticeship Experience. You gather this experience by training others in the skills that you know. After all, it's hard to remain a Mayor if you don't have a lot of friends. You'll need 500 Apprenticeship Experience to become a Politician.

After you've gathered your experience, it's time to head to one of the capital cities found throughout the galaxy. It is there that you will find a Politician Trainer who can turn your experience with others into a certification as Novice Politician. Note that there will be a 100cr filing fee for this service.

Now you're ready for the next step in creating your Hometown. Be sure you have purchased your City Hall deed before going on to the next step.

Step 2, Surveying:
You're going to need a place to put your City Hall and it's going to need to be a big place with plenty of room for houses. There might already be houses present. If so we hope you’ll have taken time to make them your friends. What you'll need to look for is an area about 900 meters in diameter at least 1km away from another City Hall. It should offer plenty of space for building future homes. Your City Hall will be at the center of this area.

If there are creature lairs nearby you may have to eliminate them before going on to the final step. Once the land is clear, take a good look around to see which direction you'll want your City Hall to face. Once you've found the spot and the orientation, you're ready for the next step.

Step 3, Foundation:
Look in your inventory and locate your City Hall Deed. Select the "use" option and you'll be taken to the placement display. Your City Hall defaults to facing north in this mode. Right click your mouse button to rotate it. When you're satisfied with the placement press your left mouse button. You will be asked to enter a name for your Hometown. Enter that now. You will also be informed that you cannot re-deed a City Hall. If you are comfortable then click "yes" and your City Hall will be created.

Congratulations Mr./Ms. Mayor. Now there's some important business you should take care of immediately.

When you enter your City Hall head to the left rear room. There you will find the terminal from which you will conduct many of your Mayoral duties. At this point you should enable Zoning Rights from the City Management Terminal.

This will allow you to control who places structures of any kind within the radius of your city. Your initial radius is 150 meters and will grow each week if you meet the population requirements.

Only one last task left to complete your city foundation. You need to settle some residents. You have 24 hours to have 5 people living in your city. As soon as you meet this requirement you'll receive an email telling you so. If there are already houses present then this step may not be necessary.

Let's go over how to add a resident.

Because you have enabled zoning rights you need to grant a settler rights to place a house. So target the settler and type /grantzoningrights. This will grant them a 24 hour permission to place houses and other structures within your city. You'll probably want to help them find the perfect spot for their house then issue /granzoningrights again after they have placed in order to revoke those rights and prevent unwanted structures from popping up in your city.

That's all there is to it.

Congratulations again Mr./Ms. Mayor and good luck in your first election.

Can you explain please what happens when someone places a house, harvester, factory or some other structure just outside your radius and waits for your city to expand. Do these people automaticaly become residents with rights to vote? So far this seems to be my main concern and I am sure anyone can relate to why. There are a lot of people that play on my server (IOI for one) that do nothing but hound people and do anything they can to make others playing experience as miserable as possible.

Thanks for your great information and happy hunting

you said that you should enable zoning rights first thing. Well isn't zoning rights 0/0/1/0 skill??? How can you do that if you just started a city?

Appendix 1: Founder's Day Logistics

This appendix applies to those of you starting with a blank slate, plot, or valley

Depending on how many followers you have gathered for the founding of your city, things can get a bit confusing on that most momentus day.

First, schedulea "founder's" day event and announce it a few days before you place your city hall. You want as many as your future citizens to show up as possible on that first day. It will enable you do set up an intial layout for the city that will end up defining the look of your city for a long time to come. Prior to that day, pick an urban planner or two to help you direct people (pick one per 10 citizens) -- this is important thing to do, otherwise you will find yourself having to answer more tells than you can handle.

A few days before the event, go to the site with your planners and sketch out an initial layout plan. Don't get to attached to it because as soon as you place the hall and the first few houses you will most likely have to throw the plan out of the window. Having it though, helps you react on founder's day and come up with a new plan quickly once you see how the buildings truely lay down.

On the day of founder's day, group with your planners so you have a group chat with them. Also set up a chat channel for the citzens, then go afk and only communicate through those two channels -- otherwise it can get a little confusing.

Place the hall a few hours before the event. If you want, set up a speach. To reduce typing during the event, key in the speach in a set of macros. Throw in some emotes too, have fun with it.

Once you kick off the event, have at least a small speach explaining the logistics (it also may good to post about it prior to the event). Break up the citizens into groups of 10 and assign each group to one of your planners -- DO NOT take on a group yourself. You will need to run around to make sure things stay coordinated and answer A LOT of questions.

Each planner will take their group of people and begin placing houses one at a time. Make sure to have extra cash on hand in case people need to redeed to place better.

When all is said and done, step back, launch a bazillion fireworks, sit and look at what you all built!

Yes. But that's part of being a politician. Of course you could ban them outright and let the militia chase them away if you have one. But try making friends first. Even if they are griefers, they should know the benfits of having a town. And if they make trouble, they won't get those benefits.

You could also increase taxes a LOT and refund the money to the people you like and keep the money of the griefers. But starting a war with your residents isn't a good way to stay in office, because they might have more friends than you.

To locate the Politician Trainers just use the /find command and locate the planetary capital on Corellia, Naboo or Tatooine. The Politician trainers are all located near the entrances within less than 10m of the Capital waypoints except the Naboo one which lies 28 meters away from the door.

Corellia: Coronet -218 -4500

Tatooine: Bestine -1125 -3616

Naboo: Deeja Peaks 4702 -1368

Do citizens have to go into their houses and click "Declare Residence" for them to added as a citizen? Or is there some sort of "Declare Citizenship" or something?
