Okay, let me explain the situation that is occuring on Tatooine, Starsider. I noticed about a week ago that a new city (let's call it City A)had gained level 4 status, bringing the count of level 4 cities to 11 on our planet. I sent in a ticket to a CSR to find out what was going on. He told me that he believed a previous level 4 city (let's call it City B)had downgraded to level 3.City Ahad taken the slot, but City B would still keep its shuttleport until the next city update.
This morning I went out to ascertain the truth on this matter. I discovered that the CSR was right; City B had indeed lost a city level last week and lost its shuttleport yesterday. However, City B had exactly 55 citizens as of this morning, although I do not know how many they had for their update yesterday.
I'm not sure why City A upgraded before us since I am 90% certain that we placed our hall before them, and I am 100% certain that we qualified for level 4 before them. It must be by random chance, since I am hearing from our mayor that the city upgrade time does not stay constant. =/
I think the city that has been waiting to upgrade the longest should get the empty slot.
By the by - we had 60 citizens yesterday morning (the 3rd) 59 today (sigh) and had enough to update when the 10th original city finally got theirs (57).
I agree with Arsenal, for I'm in the same boat.
Cities that have been waiting the longest.......and if tied within the same amount of weeks, go to the City Hall placement timer. If none exists, may have to go to random.......or current higher citizen count ( a technique I would resist if the measures against Bot Homes aren't in place yet).

Speaking of the 10th city - I might mention to the other guy the 2nd Tatooine shuttleport that popped up the week beforeours. The Blood Eagles, our friendly (*sounds of screaming and gunfire*)southern neighbors who just happen toown the first PlayerCity onStarsider took a little bit of time to get to the pointwhere they could update..andfrankly it was the knick time.Due to the harsh terrain where they had placed down their city hall,it was rather difficult to reachrank IV (per my observations) However they did finally get it, and they deserve that rank.
There is no "exploiting" here, it's simple forward game mechanics.
I never said anyone "exploited". The first qualifying city to update is supposed to get the open spot. However this is basically random chance, due to the bug that causes the city update time to drift.I believe that the system should be fixed/changed in a way that would make it fair for everyone.

I know I am not a mayor/politician but I work closely with the mayor of our city and I helped recruit ppl for our guilds and expand the city. So I think I can add my opinion to this thread. Our city has beenat 60-65 citizens and capped at lvl 3 for a month now. On our server Naboo is capped for lvl 4-5 cities and there are 10 shuttle ports.
This is my humble suggestion/opinion: Maybe the caps shouldn't be fixed. What I mean by this is that the currentnumbers for cities should be the minimun but depending on the amount of citizens a city boasts they should get the priority and advance or the other city that was at a certain lvl is demoted to a lower one because another city surpassed it in population.
A simple example. Lets saythelvl 4-5 cities are already capped on Naboo.
Then there is City A. For some reason, lack of management, account cancellations or just leave of absence on the part of PC's has caused thecity to shrinkfrom a population of 65 to 55. According the the current rule the city won't lose its status and remain at lvl 4.
At the same time,City Bdidn't make the cut for a lvl 4 city in time but has expanded and grown to a population of 75 and has kept than number of ppl for a while. Under the current system, the city is screwed and just has to hope City A drops below 55 to get the lvl 4 promotion.
My suggestion is that because of great management etc and just the fact City B has a larger population than City A, B should get the promotion and A falls to lvl 3 city.
Overall what I am suggesting is that the top 10 cities (in the Naboo example) should be reviewed every week and be awarded the advancement (of course if they meet the minimum requirements for expansion)
(one sentence example/conclusion: an85 citizen town deserves the shuttle over a 55 citizen city that made the cut before the other because of timing)
I hope i made sense but I don't know if this is feasible or its 'too much' work for the devs.
