Okay, let me explain the situation that is occuring on Tatooine, Starsider. I noticed about a week ago that a new city (let's call it City A)had gained level 4 status, bringing the count of level 4 cities to 11 on our planet. I sent in a ticket to a CSR to find out what was going on. He told me that he believed a previous level 4 city (let's call it City B)had downgraded to level 3.City Ahad taken the slot, but City B would still keep its shuttleport until the next city update.
This morning I went out to ascertain the truth on this matter. I discovered that the CSR was right; City B had indeed lost a city level last week and lost its shuttleport yesterday. However, City B had exactly 55 citizens as of this morning, although I do not know how many they had for their update yesterday.
I'm not sure why City A upgraded before us since I am 90% certain that we placed our hall before them, and I am 100% certain that we qualified for level 4 before them. It must be by random chance, since I am hearing from our mayor that the city upgrade time does not stay constant. =/
I think the city that has been waiting to upgrade the longest should get the empty slot.

No other proffesion faces this inability to use their skills except riflemen and they cry merry heck if the T21 resources dont spawn on their server - even then its a minor part of the class, they have access to lots of other rifles.
So if the reason for the city cap is to prevent the proliferation of gardens and lamp posts (which I well believe with the server load time) then just let the places expand to towns but without the furniture limit.

Ok Bajeezus check this issue out,on my server, Starsider, we reached the 10 city cap on Tatooine within minutes of the patch in November. Howeveras theweeks passed my city was the only one that actually expanded each week and made it to lvl 5. All the other cities where either siting at lvl 3 or lvl 4. Now some time passed and still no cities were close to expanding and then came the patch that increased the caps. The caps were once again filled and my city was still the only one that sat at lvl 5. Eventually some cities got enough citizens to also expand to lvl 5 but instead of expanding they sat at lvl 5. Currently my city is the only Tatooine city that is lvl 5 even though there are a couple of others that have the population to increase. Something is really wrong with the coding and it all has to do with that increase of caps patch they put in Decemeber.

If had a choice I would like to update upon date of planting foundation, but not sure this is even possible now since CSRs already tell me their are no time stamps kept for this stuff and it maybe possible to add but only for future drops.
So I am thinking our only choice is by whoever updates next with the amount of people. Its not fair to the ones waiting but dont think their is anything thats been done thats fair when it comes to the cities, seems first come first serve policy, and no its not a whine but an observation since we've been given cities.
BTW for our issue, dont know if would help the devs but the city that did droip its rank and get it back, it continued to be listed as a destination in the travel terminals, just didnt register on planetary map til they got their rank back.
Several things ...
1) Data on Cities Caped:
Our neighbour city "Kantara" on Tatooine (Gorath Server) was one of the cities to start at City Patch II ... and they were stuck at Rank 3 for some time ... but just recently (with the last update) they did make it to Rank 4 and now have their Shuttle Port standing ... so the code seams to work correctly (at least here on Tatooine / Gorath)
2) What city SHOULD advance into an empty slot?
3) On the remark that Test Center has to low a population to test (from other thread)
Maybe you could try to concentrate or do something with the Bria population in particular since their data from the 22nd is now Test Center 2 ... so this Server should have a much larger (ghost)Population ... but could more easily be used to test such things. Maybe a little Event with some mayors from a major planet on Bria?

I think the fairest way to handle advancement would be to allow the city that has been waiting longest to advance. When a city hits the cap, it should go in a queue. Then when a spot becomes free, the city at the top of the list is checked to see if it still qualifies for advancement, and if it does it goes up. If not, then the next is the list is checked, etc etc. Perhaps if a city on the waiting list goes through an update with less than the requirement to advance, they couldget knocked off the list.
The other way I would support is by population. The level 3 city with the highest population, that qualifies for advancement, would advance when "Ghostownia" drops below level 4. This has the benefit of giving cities sitting on the cap a reason to continue expanding their population and the power to do something other than toss a coin or sit in a queue, and also rewards the largest groups of people waiting, essentially removing the most people from the "angry with SOE" list.
