Liblo, the mayor can revoke the privledge after you've placed the first structure:

A mayor with Civic Policy I can set the city to "require zoning rights." When a city requires zoning rights no one may place a structure in the city without permission. The mayor and the militia can grant a person permission to place structures for 24 hours with /grantZoningRights. Using /grantZoningRights again on someone that already has rights to your city will revoke the rights.

Ieolus you are right, I'm sorry I wasn't trying to be mean to Plinka, I just meant what Webco8u said:

I was wondering what she thought about this and how its not really very possible to campaign under these conditions, since you can't have your supporters move into the area.

I spent my day calming down citizens who were getting ready to quit the game just on this news, my night running around on other planets trying frantically to find new building spots, talking with other Mayors, consoling players, organizing for the land rush.

Our own rules.
Our PA only if we wanted.
Our faction only, if we wanted.
We were told this. Repeatedly. We built our groups, our characters, everything, around this information. And yes, we were led on. Of course we knew there would be city caps, but if we were getting close (and don't tell me you didn't suspect it) YOU SHOULD HAVE TOLD US!!! If anyone was going to be able to move into our city radius and take over all of our hard work you should have told us! YEARS AGO!!!

Working for years on websites, boards, PA's and cities for a game that didn't even exist to many of us for two and a half years? If their Mayor has to work that morning, there will be no Dark City, June of 2001 founding date. The first PA on Scylla, the 6th PA in the game, 250 members and all of it wasted, all that hard work gone. In a ten minute, maybe, land rush on Corellia.

150 members, September, 2001 founding date. Very likely to get their city on Naboo. Just as likely to lose it within 2 weeks due to lack of control of their full radius.

40 members, founded fall of 2001. Last I heard trying very hard to carve out their own little corner of Tatooine . . . they had originally been near Moraj's, picked up and moved several times trying to find room for their town. Now, likely for nothing.

New group, specifically started to found an RP city, PA to besplit several wayswhen the Hall goes up. Based on May, 2001 PA called KUR (but not all wookiees now). Currentlyscrambling to get off of Naboo because with so few cities, there's no way they can preserve an RP community, knowing it will be taken over almost immediately by any group who did not get in the first wave.
That is less than a handful of us, and just on Scylla alone. Look at this thread, at the other names that you've seen for years, across all the servers. Not the logins, the PA's and the cities in planning. If there were any groups out there who would have known things would be like this, it would have been us, the people who screamed when Gungans were announced as a playable race. Remember? We do . . . it was a time when we had high hopes that this would be done right, and when we knew, in the bottom of our hearts, that if we planned, and worked, and stuck through it that we would be rewarded with well thought out cities with the ideals that we brought to them.
Instead, we're given a new way to drop buildings and new ways to sink money into them, and not only that, they can be stolen, at any time. And that's all it is. Dark City will never keep Peace Through Fear, because they can't stop "Rebels R0xx0r (ROX)" from moving in 200m away as soon as they drop their city hall. KOTOR's Coren will never be the stalwart holdout against the Empire it was supposed to be. DSS will never have their corner of Tatooine that they'd waited for for years, and the old wook will never lean on her walking staff in a roleplayer city.

I am recently elected, yes.. elected, magnate of Vagabond's Rest on Starsider(naboo). We have a FULL government. Magnate, Judges, Ministers, Law Council, Police force. We have elections, zones, streets, and many guilds. We have Imperials, Rebels, crime, pirates, entertainment, businesses, homes, bars, and everything else you could think of. We have a website with 300+ registered people. (www.vagabondsrest.com)
The town itself is 150+ buildings, and plan to increase to 200+ soon. We have about 100 citizens living there and have been looking forward to this for a long time. My reason for all my RP, gameplay... everything has cycled around this city. We have been mentioned by the developers, visited by them, and been proclaimed the RP center for Starsider by others.
You have been planning for two months? VR has been in planning for 2 YEARS. Long ago the Founders of VR put together the plan for our city, and its becoming a reality. We have been looking forward to this patch for years.
Now, this latest info about the limit is a real kick in the balls. VR is 2800m from Theed, and I honestly dont know if we will make it. If we dont... I really have no idea what we will do. This entire game has been about the community and the city for me. I dont think we will leave... yet. We will be very very angry.
I have always had faith in the developers.. but this... this HORRIBLE decision might ruin years of planning.
Thank you devs. Two years of planning has now been reduced to an hour long race for those 10 spots.

I think Plinka has stated the cap, and the reason has been stated by either her or TH or both, but it has been stated, and they cant add more ''YET'' due to database limitations, and there are obvious reasons why they chose to set the heavy populated planets to a lower city cap (to spread people out more), it really is not that hard to move a PA, we plan to do it in one evening to dantooine. And i actually agree with what they have done to spread people out, it will encourage people to not stick to the 3 planets, some people may even see planets they never seen before, (ive only ever seen talus / rori breifly to pickup resources for instance)
Now, given their reasons i do not beleive any amount of crying and whining is going to change anything immediatly, and if Plinka was to represent your voice, what would you have her do? make her ask them to build a bigger database for servers? well judging by the response i beleive that they already plan to do this and will raise cap on cities as soon as they can, so why give grief to people who are doing their job the best they can, TH and Plinka have been nothing but helpfull on these forums and this is the thanks they get?
I can understand people getting upset, i am in the same boat you are, i plan to build a city on the patch day and i only pray my city hall is one of the lucky ones, yet directing anger where nothing can be changed is not exactly constructive is it?
How about just having a backup plan so you can actually have your city on another planet if you dont get yours down in time, or sit tight and wait for the cap to raise, Do something constructive rather waste your time alienating the very people who try to help us with this immature and pointless ranting.

If this is driven by database overload then...
- I'll donate 600 slots from the items currently on my vendor. Boom, that gives you some space.
- Fix the bug that satchels, cargo packs, and backpacks stored in my house craft stations and safety deposit box get treated as 'zero volume' every time I reopen those containers.
- Age out the input and output hoppers of idle factories rather than treating it as an infinite lifetime storeroom for the meager cost of 1 plot. Yes, you can have 1000 inventoryby dropping 10 factories instead of being limited to a couple hundred by using a house.
- Fix the ore mining units. They don't crate. Batch up 10 and you waste 10 database entries instead of getting one entry with a count of 10 items.
- Grow the cap on factory crafts? Ask any architect how many small structural storage module crates they have stored. Why the hell can you only fit 10 of a 'small' item in a crate but you can fit 100000 units of ore in a single stack? Grow the crate limits to 1000 to match the schematic capacity. Get over this naive notion that it's the way to control player inventories. If you want to simulate that make the volume equal to the item count divided by 20. Instantly you limit it to 1 crate of 1000 per backpack. Simple, easy, 1 database entry instead of 100.
Why are database limits constantly 'in the way'? Because they clearly don't know how to use the database properly.
At least join the last decade of technical savvy if you can't join this decade's.

you can keep it like it is and be satisfied if you get a hall or dont
the people that i would think a that would be the most upset are the same peeps that grind out there masters in 3 days of nonstop play and say "whaaa... this is boring there is nothing to do"
we all know that every group and every pa wants to have there own little city that noone can mess w/ and u can name and call yourown..so do it...the only thing a youll be missing is a name on a map...cantina=large house...medical center=medium house...put the name to say cantina and medical center and boom! u have them...i mean really...
and btw doing this when the majority of power gamers are holo harvesting the bases is going to make all the citys end up right on top of one another...bout 1k from the stupid holo drop spot...when the holo hunt craze slows down these citys will be devoid and bankrupt and then u have ur chance to put one down maybe..or maybe not...but really...it not the jedi...its not the citys...its not the mounts...its the friends alliances and companionship with fellow gamers that makes this game fun...for me..in my opinion...
