No, these changes won't make guild halls guild leader only. This is just to make sure guild leaders own a hall for their guild. That's all in this change.

I don't understand this guild hall ownership thing.
I'm the leader of a crafter/merchant guild. We use our guild hall for a mall and share it with a trader's association that our guild forms the leadership for. One of the members of the guild actually owns the hall. Will he become guild leader when this goes through?
He is having RL money problems and his account goes inactive tomorrow. Is our guild now screwed? Are we going to lose the guild hall if he doesn't come back on in a month? (btw he probably will but I'm just asking)
There's no way I can make 5 extra lots available. I need my lots for my business and for the trade shows that our guild puts on. We are all crafters and in the same boat for the most part. The guy who owns the guild hall is asmuggler and doesn'tuse his lots, which is whyhe has the guild hall.
This just complicates things for the players. Why are they doing this??

The change is being made because Guild Halls are supposed to be owned and used by the guild itself, and thus the leader of the guild should own the hall. While I don't necessarily agree with the implimentation of the claiming process and how it will effect guilds that the owner does not own the hall, the change needs to be made because overall it is a very positive change. There are better methods of approach to make that change and I have been relaying them to the Devs since I initially saw this was going to happen.
My guild is in the exact same situation, I don't own the hall. So I'm in the same boat as everyone else regarding the change. I'm continueing to raise the concerns. For the time being though, I would make preperations to free up enough lots to be able to hold the hall if in fact leaders are required to claim a hall when this goes live and not just when leadership changes (something that has yet to be tested and I'm not set up on TC to be able to try it either unfortunately).
As for your question.. the owner of the hall does not become leader. It's actually the other way around. The leader of the guild will become the owner of the Guild hall when they claim it. As for your friends account going inactive, that shouldn't effect either the guild or the guild hall as long as its maint is paid and he doesn't stay inactive for an extremely long period. Otherwise things should be fine.
I'll continue raising the concerns.

Before a leader could place a guild hall, form the guild, and then pick up the guild hall. You did not need a guild hall to retain your guild, only to add or delete members. Is this going to change? What happens if a guild leader picks up the guild hall? (say to move it for instance) Or what if the Leader just doesn't need/want a guild hall? Will the guild be disbanded if the hall is redeeded?

No, the guild will still function. The guild will just be unable to add / remove members or do anything else without the hall being placed. That'll still be just the way it is now.
