RE level and Cert level don't have to match.

BTW all starmap shields are that way, not just some. And I there is some other reward like that... I just can't remember what it is atm...

everyone i have is level 8. mass and recharge are the stats you look at to tell

I've got an idea, why don't we turn on the brain fora minute.
Look at the loot item, see that there are more stats than just the primary ones? What if its got a really low energy drain? What if its got low mass, or high armor and hitpoints? Remember, kids, a good RE loot wh0re knows there's more to a superior outcome than just max damage, refire rate, droid speed and capacitor regen.
If its a high mass, low speed, droid interface, its probably got commensurately higher armor and hit points, too. Slap that in an RE bundle with a high speed low power interface, and you've got an uber DI that can take a hit or two. How 'bout dem apples?
I swear, these kids just do not know how to think for themselves... If the Devs don't serve it on a silver platter and a golden spoon, they whine about it till it is, and the intelligence of the system, to say nothing of the rarity safeguards that keep Shipwrights from becoming token RE experts, go right out the damned window.

Just ranting in general... Sometimes uber stats on loot items AREN'T the usual suspects, look beyond the obvious and you might find you've got a gem you didn't know you had.

Everyone one you have is certed at level 8, the RE level is L7.

Yeah, I did this myself when I took my MSW and finally started sorting my guild's loot junk. Shields are especially deceptive, because your instinct is to look for a shield with both front and back protection being uber, but if you step back and look again, mixing and matching the imbalanced shields can yield amazing results.
I'd still check the armor and hit points on field looted stuff, I've seen some surprising numbers. Especially if the person coming to you to RE his loot reward has used it un-RE'd for so long, its inherent armor and hitpoints have been eaten to squat. (guilty as charged
)
I've still got a few level 5 DI's with 5000 or so mass and speeds in the low to mid teens.
