Thanks Terao This is what I finally did too. I didn't disconnect, just exited the game and came back in. Worked Like a charm.

Rotated to desired position

Went to vendor control toseeintialize option was STILL THERE (it should be). held menu open a second then just dragged mouse away to close the menu.
Opennedvendor control menu a 2nd time to see intialize option is GONE
Clicked to USE VENDOR and it was ready to go and accept items

If I released the mouse button after the second time of viewing the the Vendor Control I my click was would not work.
So while the mouse was depressed, I moved it to Use Vendor, released on that selection and it worked.
Just wanted to add my comment that the above steps worked for me. I was beating my head since last night, waited for Reset, thenplayed with it more this morning. I finallydecided to come check these forums and found a link to this thread and I got the Vendor working first try.

I decided to try and log out before I placed the vendor (after it was created and placed in my inventory), and when I logged back in it worked fine.
You're a genius, thank you so much. Finally got my bulky vendor working!

From my experience this only works with the NPC vendors, the terminal and droid vendors will still sometimes not initialise, and this is making sure I don't pay them until AFTER they are initialised.
Its not a consistent bug or fix.
Err, **edit** edit button!I should add, that I tried all the workarounds even the logging in and out one and it doesn't work, for Terminals and Droids.
What I was saying in the above post is that I stumbled apon your method for vendors, and I even use it on the NPC vendors. Even the NPC vendors have problems, and need workarounds on occaision.

The easiest way to get around this bug is apparently the trick of creating the vendor then logging off and back on before placing it. This seems to be working for almost everyone who I know has tried it.
* Create a terminal or droid vendor. Do NOT use spaces in the name. Do NOT create another until you place the first.
* Place the vendor in the desired location.
* If you wish to rotate the vendor, only use the rotate on the radial menu. Odd angles do not appear to work. Moving through an odd angle before placement seems to make it fail.
* Use the mouse on the menu to initalize the vendor and then IMMEDIATELY reclick and and hold to bring back the radial menu before the system message states that the vendor has been intialized.
* Continuing to hold, wait two seconds after the system message, then slide up and choose Use Vendor to bring up the window. The bazaar display should come up.
This system has worked nearly flawlessly for me.
