I had this problem, at first. The way I got around it was to put the vendor where i wanted, then initalize it BEFORE paying maintenance.. If I paid maintenance in advance, the darn thing would say it wasn't initalized.

P.S. I had this problem 2 different vendors in two different houses.. Both times this fixed it.
This is the method that worked for me... the first one in the thread did not.
I am incredibly grateful to those that forged ahead and found a solution after I finally got our 12 terminal vendors placed and gave up. Given that we were setting up 20-40 failed vendors per success, it seems that Iprobably lucked out and unwittingly performed these exact steps for the times it did work.
I still hold that this is the same type of "voodoo" machinations that factories had early in the game. As factories affected so many classes it got addressed and fixed, and now factories work great. Given our few numbers, even though this is THE defining skill of Merchants, we may have to live with this obscure workaround (no no, it's not "leviosa", it's "levi-ooh-saaa"...) for quite some time till they get around to fixing it.
Again, a hearty WELL DONE to Diggles and those who persisted to find a workable solution!

Well you shouldn't have the radial menu open for more than a few seconds. You should just be opening it immediately after initiailization and seeing that initialize is still there and then exiting that menu.The only thing I can suggest is keep trying these steps very slowly to make sure that you aren't missing a step. This is worked for enough pepole to suggest that it is a good workaround.

I need to press PRIVACY once for each vendor in my shop I am going to place. It gives me the message "A structure containing a vendor has to be public" or something to that effect. When i then press Create Vendor, I get the rest of the choices to do so. If I DONT press privacy, I can press Create Vendor, but nothing happens.

Ahh, thanks for clarifying that. I did as you instructed and it worked the first time. Thanks a million... Any chance the Dev's might actually look into this bug? Lol, sorry I just had a spell of wishfull thinking.

There is always a chance.
Seriously I have brought it up and given them the workaround which may very well give them the clues they need to fix it. I suspect it will get fixed because it generates a number of CSR tickets and that gets attention.
Has anyone else had this problem with NPC vendors? I actually initialized, paid maintenance and loaded my vendor up. Sadly for me the next time i went to access it it said the vendor was not initialized. I went to another close by vendor to see if the stuff I put in the vendor was still there and nothing.Honestly, between this bug and the xp bug you'd think SOE would fix at least one of these problems.

It took me about 15 times, but I finaly got one to work.
I think there needs to be a better explanation here of how to do this, I would do it but I forgot which methid finally worked for me, so maybe anyone who knows the exact way that workd every time might post a fool proof step by step algorythm for those of us that are having this terrible luck. I tried initializing, looking at the initialize vendor command, move away and unclick, see that theres no init vendor option, move away from menu, unclick, go to the use vendor option, but i also did it without unclicking after seeing that the use vendor option was not visible (see why I was confused? heh, sorry, this is difficult to explain),and finaly it worked.
I dont remember exactly which way I did it in the end, but it did work, finally. I was getting PO'd for sure, but finaly it worked and i was like "woot!" so that made my vendor placement that much more exciting, or something.
after about 9 or 10 attempts and almost giving up I was finally able to put my vendor back down....
this method I guess does work... it just took me several attempts before it worked.
Okay, my friend got his bulky vendor to initialize in my house at last using this process:
1. Drop vendor
2. Rotate vendor as desired.
3. Initialize vendor
4. Open radial menu, keeping mouse pressed, and hover over the Use Vendor option for several seconds. (Count to at least 15, though 20 might be better.)
5. Keeping mouse pressed, drag the cursor off the Use Vendor option and off the radial menu entirely.
When he went to use his vendor, it was initialized (at last!). He paid maintenance AFTER he checked to see if it was initialized.
That's the experience he had. Hopefully it will work for most. Thanks to all those who went before in this post who helped him figure out how to get his vendor going!

I have spent the last 60 minutes trying to place a god **edit** vendor in my house. I had a system that was working, but now no longer works -- apparantly they nerfed it to MAKE SURE vendors stay broke.
Why the HELL won't they fix this? Jesus Christ, it's been over two weeks now.
