Someone should elaborate on this with a few more stats and examples involved, just a bit for for clairity, answer the other questions found in this thread, and STICKY the post on this. For those of us who are not shipwrights we are freaking lost as to what is needed and what we should be saving from our loot and how the whole thing works. I have been searching for the answers I have found in this thread for two or three days. This is a great thread and has answered all my questions except one.
So it takes the best stat and add a percentage to it. So for mass does it take the smallest stat and subtract the percentage to give me smaller mass, or add percentage to give me higher mass? Thanks.

OK i have a lvl 10 item that has a lvl 3 RE lvl on it. How does this work? Can i RE it with other lvl 10 items or do i have to RE it with other lvl 3 RE lvl stuff? Sorry if this is a dumb question i been trolling for a answer for it for a while.

It can only be RE'd with other level 3 stuff. I think if you put the cert level 10 item in the tool first, the end result will be a cert level 10, so it'd probably be wisest to put one of the cert level 3 ones in first.

I've been piloting since I started playing the game 3 months ago, and I was wondering if anyone would be able to tell me exactly how Reverse Engineering works, and what it does.

when you loot a bit of space junk, it has an RE level at the base of it's stats.
A shipwright takes a number of similar (ie, all shields, or all engines) parts equal to the RE level of the parts he wants to RE. (ie, eight RE8 shields, or three RE3 armor sections)
These parts are then placed inside a component analysis tool (CAT for short) and combined into one item.
The resulting item takes the best stats from each of the pieces and then adds a small % bonus depending on the RE level.
example, say you have 3 pieces of armor of RE3:
one has 800 mass and 100 hp and 200 armor hp
another has 6000 mass, 600hp and 100 armor hp
a third has 7k mass, 200 hp and 800 armor hp.
The end result would be an 800 mass, 600hp, 800 armor hp item. With a 2% extra increase (or decrease, if lower is better for that item)

Im quite new to flying and i keep hearing about RE components , so my questions are what are they , what do they do , how are they made etc etc...
Any info would be appreciated

It is something Shipwrights do. They combine loot items of the same reverse engineering level to make them better. Well-REd components are usually better than crafted components, although not always.
