Not true. They can change it lotsa ways. Maybe make it so player chars cannot cause visibility, just NPC chars.

Irrelevant. Many try to stay off of the terminals because theydon't want PvP. A case can be made that those trying to cause visibility is trying to force PvP on others non-consentually. This needs to be stopped.

But I think it's a crappy answer to just say "Well move". Why should I have to rearrange my playtime because someone feels I should have vis?
There's no even semi-legit reason for it. It's not like they can pull my mish specifically from the terms to satisfy a player-generated bounty. Just because some psychologically incomplete prepubescent had a tough day on the swings today isn't a compelling reason to allow this sort of behavior.
Unfortunately there is no real way to stop it. BTW, it's not a BH issue, it's a player issue. Any profession from Armorsmith to Weaponsmith and all the combat, entertainer and artisan professions in between can do it. As long as players generate vis for other players, this will happen.
I suppose if I were a BH, I might visit the cities that spawn the CL80 missions (not all of them do -- see the Polician forum for more info) and drive around in a 1.5km radius looking to spot some spin groups.
Or an even easier alternative... just hang around the mission terminal in those cities and wait for the spin groups to return and pick up more missions. Watch them drive off on their bikes and note the direction they're heading. Many spin groups are habitual in the the cities they grind from and the direction they take missions in. Just wait 10 minutes after the group drives away and then drive in that same direction for 1-2km and you'll spot them easily.
I think this tactic is especially justified when the Jedi don't put their sabers away or change out of their Padawan robes when they return to town. A number of Jedi I grind XP with forget to do this on a regular basis. I think that's just asking for trouble!
So if a BH happens to be standing within sight of the mission terminal when a spin group returns for more missions, if he spots anybody holding a saber or wearing their robes, he knows he can just wait a few minutes and then generate easy visibility from that group.

It's bannable for a reason. And this should be a fairly easy fix to resolve the issue with a few minutes of coding.

There is no way to know what anyones intentions are unless you can read minds. btw, as I said previously if you die you lose 15-30 mins of grinding. Completely different from the previous system where it was about 3-4 hours. Devs have bent over backwards to accomidate the non-PvPers, this is going to far.
Umm poor younglings... Its not bannable nor is it griefing maybe they just want to watch you either way they have the right to the same space as you. Unfortunate that you get visiblity from it, perhaps go to another planet that doesn't have so much traffic, like Endor?

Which will accomplish nothing, because the BH could then just call all his non-BHfriends over to watch with him.

What if he was justexping with his friends in the boondocksand the BH later came and started watching?
If he has to stop exping because of this, then when CAN he exp?
I don't agree with it either but I don't think it is an epidemic. Is it possible they were just doing it a lot this weekend because their DoTs were broken so they didn't have anything better to do? I was on my Jedi all weekend and didn't have one BH come visit me (and I am sure I am on the terms). Until the DoTs get fixed I think BHs are just finding things to do to pass the time.

But when they're hunted by people who don't have anything better to do than make another player's life difficult, that's another. Limiting the amount of damage that can be done is the best way to fix this; that way if they are dumb and ride into town with their robes on, they get a ton of vis still, but the guy following them around can only do a little harm before it's a waste of his time.
