My Opinion is give the non Jedi (loving) playingPeoplea Non Jedi Server. ( i think this guy still the mayority)
After that adjust the Server where the rest is playing with this chances.
This is will help fast the most Players, i must be start again with a new character, but it is worth it. (or the Char transfer is comming)
The animus between the opposing positions will calm down.

@Gizmo: Great Job! I would sign your ideas asap!
@Dridernce: Most part of your critcism i've read was "They Paid for it". I don't think this argument is solid enough, because for every satisfied paid jedi, there are 3+ unsatisfied. Gizmo's idea isto keep the (Mass)Jedi away from the GCW on Point 3, relating with Point 7 to get them in - but in a small number.
I would like to see Jedis in the GCW - but a few, not on a 50/50 base.
Btw. i'm a paying customer - i want that ...

Some of you ideas are interesting but some are unrealistic. mSome servers do not have a high enough jedi poulation to support just jedi on jedi fighting. To ramove jedi from the gcw is a bad idea. I seem to remeber luke and vader fighting in it. And aren't the jedi the generals in the clone wars????
No sign for me to many holes in the ideas

An Excellent well balanced thought out system the only problem i see is the jedi dueling jedi and being able to get a cap of exp each day ..this would turn to 2 jedis for the first hour of every day duelling and letting one kill the other enough times to hit his cap and vice versa, maybe instead of an exp limit each jedi should have some sort of limit to the amount of duels per day that they get exp for say like the first 10 duels a day this would stop the i kill you you kill me enough times till we hit the exp cap tacticbecause people would be wise about dueling and everyone would want to win as many of the 10 duels a day they have to get exp.

Nope no jedi were ever in the GCW in this time period, Vader was a Sith which is different to a jedi or dark jedi and luke was no jedi when he contributed to the GCW, he wasnta jedi till hefaced vader in the second death Star.If you look at it luke wasnt in the ground or space battle of Endor and those two battles are what the GCW should be based on and the battles of Hoth and Yavin luke was merely force sensative, the non jedi Leia, han, chewie fought the GCW battles and luke and vader fought their battles mostly over jedi vs sith, father v son and participated in the GCW very rarely. And this sytem simulates that pretty well.

I think this is the only way to get as non jedi player fun.
If SOE toldus at the beginnig the true about Jedi, i never bought this game.
10 Jediper Server would be ok, but this system is crap.... 
To many friends are gone through is Jedi population.
SOE make a vote for a non Jedi Server !!!

lol This is NOT a good idea, why make a server just for jedi and a server for non-jedi. When jedi existed were they the only ones at the time, dont think so. Not to mention the fact that would not be fun at all
