65 doesn't mean damage reduction. It's armor effectiveness reduction. Basically it just reduces your armor effectiveness to 65%(for improved armor break, and 45% for basic version)of it's original stats. But it should be reducing the effectiveness by 65% in my opinion, which means they need to use (1-65%) here instead of directly applying 65%.
Thisis notexactly the same thing as reversing thenumbers in .tre (it's not a .set file btw) file. But you're right, all they need to do is to modify those numbers inone way or another.
Lightsaber
* Elemental Damage:Saber elemental damage isn't being applied. (Is this true?)
Elemental damage doesn't work since the first few days of the CU on test center. It's not a lightsaber specific issue.It doesn't workwith any weapon atm.

* Lootdropping: Pearls/Crystals beyond "Good" is not dropping by high-level pve opponents. This limits aJedi to a 250-300mdps Lightsaber with a very high forcecost.
This is my biggest Problem at the Moment, i cant craft a LS, that is useful against BH, because i have to less damage and to high Forcecost. Please fix this ASAP, because not everyone has looted tons of Pearls before CU.

XP Loss:
Triple incap kill from a BH resulted in XP loss. Should only be when dealt a DB. (The lag monster prevented me from putting up a fight, and he was kind enough to leave me alone after the one kill.)
You mean that the Bounty Hunter finished his mission with a triple-incap, or did he still have his mission afteryou triple-incapped?
Yes -- and in fact the difference with and withoutrobesshould have been far more dramatic, when I tested it I was a new Padawan with a naturalForce Regen of +1. It took exactly the same time to regenerate 100 points (it was my whole pool sans robes) as it did to regenerate 100 points as soon as I put my robes on, give or take a second or so due to lag. Certainly the difference between +1 regenand +11 regenshould have been very noticeable. I took screenshots of the results as I used the timestamp on spatial chat to time it.

I know that pre-cu there was some confusion regarding how the force regen is intended to work.
Try to waste 2000 force and use a timewatch to verify how quickly you regenerate your forcebar.
Then repeat with your robe on.
Is the results the same?
