I think the ratio was 1 to 1.618, i saw a movie on it in geometry class. The strange thing is, this ratio is found all over the body. The distance between the naval and the feet is 1.618 times greater than the distance from the naval to the head. The ratio is all over the face. This isn't true in every case, however, theoretically, if someone were to have 1.618 ratios all over the body they'd be mathematically gorgeous.
That ratio you keep seeing (1.618) is a common ratio foundto naturally occur innature called the Golden Ratio or Phi. Humans find objects that conform to the Golden Ratio (Phi) to be visually pleasing. Architects use the ratio to create buildings that people enjoy looking at. Conversely, objects that people consider "ugly" typically do not conform to the Golden Ratio (Phi).
Just as a side-note to this...it's been found that how symmetrical one's features are have a LOT to do with how "attractive" a member of the opposite sex will find a person. /bow
Here's a reference link to learn more about the Golden Ratio (Phi)http://jwilson.coe.uga.edu/emt669/Student.Folders/Frietag.Mark/Homepage/Goldenratio/goldenratio.html

Just in case anyone is interested on various "stupid trivia" the malewaist to hip ratio is .9 In other words, what ever your hip is, your waist should be 9/10th that. (Which I am pleased to say I am
)
And to continue on the Phi talk, its also referred to as the "golden mean," "golden section," and the "divine proportion." It is not only used in math and architecture but in almost all forms of art from music to poetry to films, anything seen to have "beauty."
And on another tangent of random info, a study found Elizabeth Hurelyto have the most beautiful known face, mathmatically speaking.

Me thinks Runesaber went to Garriot's seminar at the AGDC last year.

Kwee, nicely written, and I have to say that your illustration of what an enhancement would look like in the hip area makes a world of difference.
Another thing that would help female characters look tremendously better is simply more dramatically feminine poses when the character is standing around. Right now, females look like lifeless zombies in their neutral state, but look distinctively more feminine when dancing and running through dance flourish animations. The lack of junk in the trunk for most female characters doesn't help. =)

I worked on Tabula Rasa as one of the original designers for two years with Garriot at NCSoft before coming on-board with SWG.

Being a musician It would be curious to see how that relates, does it have to do with tonality or rhythm?
