This would be a great idea. At the moment I personally have been dealing with rather LARGE transactions of credits in terms of 500-750k 1-2 times a week due to me selling faction, Right now I refuse to go through with any tip transaction for I fear reciveing duped credits and if this idea doesn't get implimented something should at least. We need a check and balance due to the fact the dupers were going out tipping to those that passed by and got them in trouble as well.

Also gets rid of the bots that do it for the people who tip them on occasion out of good will.
Plus to solve the popup problem you just make it like a group invite. So multiple boxes wont be up when yours already is. Plus once you click refuse it basicly goes to an ignore list, so they can only do it once.

simple...tip goes to combat queue 
"you cannot tip for another 1 min"
limit tip time sor diferents persons and get bigget tip time if tiping same person
or avoid tiping if in conbat or if person you tiping is in combat
get auto refuse/accept options as well

Nobody tips AFK entertainers anyways, and if the entertainers expect tips - they shouldn't be AFK.

Innocent people should not be punished for having a tip forced onto them. SOE - sort it out. You really have no clue about customer management. You continue to alienate your loyal customer base.

They want us to refuse atip, but there is nothing in the game that allows us to beyond
/tell toon hey, please don't tip me.
oh, and a /sign for my alt too..
