92 citizens means your city should be rank 5. Also the current mayor is most likely a master already? and has placed pretty much everythign needed to be placed. So while a hassle your worst case scenario is your a mayor of a city that needs no changing or add-ons.
I suggest if your looking to get some xp the worse case scenario is easily avoided. Just have the mayor specifically choose a # (20?) citizens to vote for you. If no other citizen knows of your running except those specifically told to vote for you for xp the others will not vote, and there "vote" will automatically goto the incumbant mayor anyhow...
But definitely consider and goto the mayor like your planning. Not doing so can be construed as disrespectful. Thus your new worse case scenario is an "attempted coup". =)

Under the new system, how do you gain experience? I'm working with a brand new city and we are all out of date with the role of mayor. I can't find anything that is updated in the guides to help.

When you first place a city hall are you automatically registerd to be in elections? My first city hall i place i registerd for election thinking thats what im supposed to do and i got mail saying ive been challenged by myself...I thought well if i lose to myself, do i lose city hall? confusing......anyway that hall blew up due to 1 citizen not making it there in time and i have new one placed......im not on ballot for elections for people to vote...just says obstain for choices...my question is do i need to register for elections the first cycle of city hall being placed or do i just wait till next election and register? dont wanna challenge myself if thats not the way to start out...plz help thnx

That mail is just informing the citizens of your city that you are running for mayor. It sends it out to all citizens, even you. So don't worry, you won't be running against yourself or anything (although that would be funny
). As for registering, yes, if no one is running, you should definitely register to run.

Run for mayor of a player city and you'll get xp.
