I'm guessing he doesn't come inside buildings.

mostly 2-3 days, he popped up in front of me when i was outside the Imperial Retreat on Naboo. Didnt even expect him and BAM !! In my face, he was.

Ever since I got the "glow" message, I've just been hanging around outside my house just waiting for this old man.

Sometimes it takes a while, so if I were you, I would just go around and get some things done. Thats what I did, but when I went LD, apparently he showed up. Though when I logged back in, he showed up within 2 minutes again. I know he spawned when I was LD because someone ran past me and sent me an e-mail saying I was LD and the old man was standing right next to me.
Either way, don't wait it out if its boring, which I found. Go around and get some things done.

was at a big base raid awhile back, mass confusion everywhere and all the sudden the old man is chasin some poor bastage around

That applied to me, as well. When I became glowing, I wasn't sure if I wanted to be a jedi and didn't really care if the old man never showed up, but then he showed up inside the rebel outpost on Rori within 17 hours... either that doesn't count as an NPC city or he showed up because a player city encompasses it on Lowca, but the old man does seem to only show up quicker to those who don't anticipate him.

Why cant people either read the stickys or search it would take about 2 mins to find out the answer.
Anyway, the old man came to me while I was shopping and came right into the building lol. I don't understand why people get so frantic with the old man, just go hunting or whatever he'll turn up when he wants to.

lol seriously though, people get frantic about the old man because they worked to get FS and now they want it.
