Disagree. Rifleman speed mod has been in that profession since launch. I'd say it is pretty much been known that a Master Rifleman WAS suppose to be firing as fast as they are. The 'common knowledge' as you stated is a myth, an urban legend.
The idea that rifles fire slower is not true. Rifles, pistols, and carbines all work off the same technology, even in SW. There is no reason that they couldn't fire at similar rates. The T21 in SW fires 1 shot per second at it's SLOWEST rate.
Making everything the same DPS does not bring balance. For this simple reason. If everyone had the same DPS then you still wouldn't have balance. Why? You are forgetting defenses and combat multipliers (status effect, AoE attacks, DoTs, etc).
If all the professions had the same DPS. Then would Rifleman be balanced vs Carbineer when the Carbineer has much more status effects? Or vs Pistoleer that has more defenses? No. So you would have to make those the same. End result, three professions that are identical with the only real difference the graphic in their hand. Might as well drop all those elite professions and just make one called 'Ranged Fighter'.
The reason Pistoleers have lower DPS is because they have higher defenses. Carbineers have more status attacks. Rifleman have more damage. Every profession is suppose to have a role. Not be the same.
Look at the melee professions. Do they all have the same DPS? Do Swordsman and Fencer have the same DPS? No. Fencer has much more in the way of defenses and lower DPS. Swordsman have lower defenses and more damage output. The same as Rifleman vs Pistoleer.

I guess I could deal. Human can slide their stats to be 1500 in all secondaries, 1725 Health, 1725 action, and 1500 Mind. At least i could use specials unarmored.

Except there are a myriad of changes in every Publish that never make it into the notes, and several things in the notes that weren't in the patch. I would be 150% less pissed if every change was documented reliably in the Publish notes, and if anything the Publish changed that it wasn't supposed to was deemed a bug and set upon to be restored ASAP.

For those that believe this is lies, a hoax, or even a conspiracy theory... Please, get a grip. Have you even paid attention to the history of this game and the changes being made? Hardly any change I've ever seen in this game has been gradual. Besides that, most all of what Cozumel is saying is in line of what has already been told to us by the devs on these same board. There have been HUGE changes in the history of this game. And not all are documented or even known of by all of the devs posting on the boards. Just look back at the history of Creature Handler in early release. They were by far the most dominant class and most used/dabbled. Then came two HUGE nerfs that totally crippled the profession in relation to its glorious past... However, these changes also brought it in line with what it should have been in the first place, a profession that was fun to play and gave a unique gameplay experience, but not the be all and end all PVE and PVP class.
Fencer, Riflemen, Combat Medic, etc, your next. The combat rebalance will be the most dramatic change this game will have had. Get ready for it. The nerfs are coming to town and they are long overdue.
