Cas: I've said it before and I'll say it again, there will be absolutely 0 (zero, nill, nada, none) difference on the average of what you buff for now and if the varibility is completely removed. You would sjut always buff for that average. If you actually average a buff in the 1200 range (and I doubt there are too many Master Docs out there buffing for less than that on average) than that is exactly what you would buff for if the variability was removed.
No speculation is involved in this. If you want to know what you would buff for if this went thorugh, buff 20 times with packs that have the exact same base power rating and write down your numbers. Add those numbers up and divide by 20. That should pretty much be what you would buff for with that pack if the variability was removed (plus or minus whatever the statistical error would be for having only 20 datapoints).
