Option 1 please.

It's always so disappointing (and almost embarassing!) to be one of the top-ranked doctors on a server, and then buff someone for 750 health...

I'd rather be able to advertise exactly how much I can buff people for, so they will know exactly what they're buying...

I've never had more then 3X the base value and nothing lower then the base value (just like heals) so the average of the two values is perfectly fine, sense that's what we mostly get as is.
