Short Answer: Mandalorian Armor has existed since launch, but we haven't given you a way to find it/make it/buy it...
I agree that only Master Bounty Hunters AND Master Commando's, should be the only one's able to use this Armor. With that being said, I wouldn't want to see every Master BH and Master Commander wearing this stuff.

Here's my take on Mandalorian armor:
It needs to be better than composite. I'm not going to even begin to figure out how that would work. Today's composite on most servers has resists that reach into the mid 70%'s unsliced. Resist sliced and it's not uncommon to see a 90% resist suit. How is Mandalorian going to top that, regardless of being fully looted or made from a looted schematic? Is it going to have +25 to ranged and melee defense, +25 to dodge, and +25 to all Defense vs. stats? or AR2? or 80% stun in addition to regular resists? or are you going to nerf composite down to more acceptable levels?
It needs to look good. If the assumption that certain BH trainers (Notably the static skinone in Mos Eisley next to the Pistoleer trainer behind the cantina) are wearing Mandalorian is true, then that armor is more hideous than RIS. Ris doesn't look very good to many people, which does contribute to it's rarity. Mandalorian needs to look amazing... I would say the best model in the game for an NPC that your art team did is Boba Fett. He's amazing. Mandalorian armor needs to look that good.
It needs to be rare if it's good. If you can't find a way to make it good, then make it available to players for it's RP value. Don't give it any resists or encumberance, and let people play dress up with it. sure, you'll see dancers wearing it. I've seen a fat man in stormtrooper armor dance too... it's very disturbing... but that's the quirky galaxy we live in. but if it's going to be functional armor it needs to be rare.
Also, this armor need to be certed, if it's going to be good. I honestly think all armor should be certed, but by now it's too late for you to do that I think. It's crazy that someone can wear the best armor in the game right out of the box (providing they can afford to buy it, which isn't that hard at all). Make Composite wearable by those with two combat masteries, Ubese by those with 1 mastery, and padded by anyone who has a novice mastery in a combat profession. nearly every other game has certifications for armor, whether it be class restrictions or stat restrictions.

Id rather see long multi tiered hard quests that reward you handsomly with a full DECENT suit...and not just some schem its just plain blah to be rewarded by these people with ANOTHER schem
Last time I checked anything good in this game is made, you dont find uber weapons/armor you gotta find parts and then craft it.
Rewarding us with a suit for LONG LONG LONG HARD WORK is not going to kill the community

Notice that hes neither a tailor, armorsmith, nor a weaponsmith when talks about schematics.
Schematics are a good way to stay inline with the vision of loot that has been followed since day one with SOE and SWG - there are some people here who like MMPGS and LOVE SWG and for those people they hate it. Then there are those of us who LOVE MMPG and LOVE SWG and this isnt our first taste of teh genre of games and we have seen the worst inpeople as a result of loot disputes in games such as EQ. Schematics especially the limited use ones alow people to get a "reward" for doing something without cutting the crafter in a "player based" economy out of the picture. One of the things I find as a crafter is that 1) I cant attain these schematics myself 2) The people who do usuallyd ont have need for all the uses. Its easy to make trades if money is a concern to you by simply offering make me two of these and keep the third use for yourself scenarios.

I think you guys are being somewhat closed minded about this and thinking "one" dimensionally. Perhaps "Knowing" a good Armorsmith means there is upgrades of some type to UPGRADE the armor drops...that would make sense, or such that armor does drop....like in the Geno Dungeon, the Pistols Drop...but rarer drops are the actual schematics, and you need looted parts from the cave to make them. That would be my guess, ultimately....in that it would be much like the Geno Cave in terms of looted items/crafted items. Technically, Mando armor that was "dropped" wouldn't be UBER, persay, because it would be used. The trick here is to corner your own market and set the price that you would sell it for. What he meant by "knowing a good Armorsmith" may mean that if you have a good relationship with them and they make good stuff, then you will be in good shape. The game is, after all, largely dependent on Player to Player relationships. that's my 2 credits.

I look forward to seeing this in game, besides stormtrooper armor, this may be the most recognizable outfit in the SW Universe.
