You may want to look in to #6. Recent patch notes indicate that Force-Sensitive skills can NOT be revoked, and reports from players indicate the same. Once a Jedi, always a Jedi, contrary to the promise that you could play two characters without any Jedi skills once unlocked.
Let me preface the remainder of what I'm about to say by stating that none of this Jedi XP loss stuff/shelving affects me, as my template is complete, so I'm playing devil's advocate.
I think it's highly unreasonable to assume that the playerbase is going to accept your answer #4 above... they pay $15 a month to play this game, but you want them to pay $15 for a single week of playtime and 3 weeks of picking their nose? Most players who have earned their Jedi characters fall in to one of three categories:
1. Pre-9 unlocker. These Jedi are in many/most cases completed templates or highly advanced, along with a fully-realized and developed main. These are the Jedi that hold the seats of power on their server. Their mains are established, their Jedi are established. We are the fortunate ones.
2. Post-9 unlocker. These Jedi are beloved main characters who are slowly morphing into a Jedi. All the previous character development time went into this character. Many of them have a second character slot that sits idle, and is not developed yet at all. Yet you are basically asking them to take their MAIN and sit out. They've carried this character all this time, and you want them to stop playing it and develop thier non-FS secondary character who I presume many of them don't care about. This is an MMO R P G. Role-players don't like the idea that a character they spent time developing is being ruined for them.
3. Bored/fed-up. Pre or post-9 unlocker who has quit, due to griefing, bugs, or lack of content/endgame and broken/useless FRS.
At any rate, I think the new BH penalty is too severe. I think the idea that visibility takes 3 full weeks to clear is insane. And I think it should be adjusted.
1. XP loss from BH death should not be 2x the payout. At worst, it should be the same. If my mission is worth 60K, I should lose 60K XP not 120K.
2. There should be a random factor to the payouts on the BH missions, so it's not so immediately obvious how strong a Jedi may be. Few BHs on live servers are hunting the strong Jedi, because they can get far easier prey for 100K.
3. Jedi bounties (and all future player bounties) should be Master Bounty Hunter only. I can't stress this enough. Reward the MBHs for being an MBH, they have few other incentives to go there.
4. A bounty hunter should be barred from taking the same Jedi's mission within a 24 or 48 hour period to prevent griefing, pass or fail. If a BH takes Joe Jedi's mission and kills him, he shouldn't be able to run right back and get it again. Or if Joe Jedi beats Bob BH, Bob should be barred from taking the mission again. What person is going to give another contract out to someone who failed?
5. Make visibility work. Currently, Jedi remain on the terminals even if slain by the BH, contrary to your statement. Also, Jedi who use *ANY* skills (such as TKA) against NPCs generate visibility from that. It's not limited to use of their Jedi powers, as my guildmates will attest to.
I'm sure there's more I can think of, but that's all I have for now.

Actually, I agree with this one. There's really no sense in mastering BH right now. Just get to Inv III and sink the rest of the sp in you combat prof of choice.

If a Jedi does revoke all FS related skills and becomes "normal" again, what happens to the 2nd slot that was opened at Padawan? Will the 2nd slot close or will it stay open if Jedi is dropped?
3 & 5. It is intended that a Jedi be very careful about how they act and around whom. The Jedi are supposed to be in hiding, those who are not careful are hunted down and killed.

Ok, maybe you can start by telling us exactly what time frame this game is in? Is it before Darth and the Emperor got killed or after? Na, never mind, no matter how you answer it, this game still would not fit in with the Star Wars theme at all under it's current config.
Here are a few things that you might think about.
Bh's hunted Jedi? No, BH's tracked anyone, not just Jedi. The tracked Jedi for other people but avoided engagemnt with them and even ran when faced against a Jedi.
No where can you show any place that a BH ever attacked a Jedi 1 on 1 and was able to kill the Jedi.
Yet, there is a little known fact that Jedi did kill BH's when faced 1 on 1.
BH's was more Rare to find than the Jedi was. They hid, and was more secret than the Jedi about letting people know who they was. When a lot of people found out who they was, then they ended up dead.
Jedi also Tracked BH's. And of course, kill them. Oh, but I guess that never happened cause the Dev's neve read any of the books or watched any of the movies.

Insted of trying to Make this game about something it never was (BH Vs JEDI War), you put this game Back on track and make it the way it should be?
Reb Vs IMP. That is the way it was, and should always be. I mean everyone accepts that and liked that idea even before they bought the game. So, make ya Jedi Supression that way and in that frame.

There are 3 Current Factions.
1. Nuetral - Stayed out of things and was Basicaly not cared about who was who. Also can be said that BH's fit in this Catagory.
2. IMP - Was the Dark side.... hence, if ya was Dark Jedi, ya was part of the Empire (The ever elusive Trade Federation remade)
3.Rebel - Was the Light side.... hence, if ya was Light Jedi, ya was Part of the Rebellion
With that said, this game should be set up more like this and maybe it would solve a lot of BS.
1. Nuetral
Only Nuetral's should NOT BE OVERT at any time as they are not part of either faction. (Light or Dark) They should be able to trade with anyone, heal anyone (careful in choseing who as ya get TEF's), and basicaly be the Enconomy of the Galaxy.
2. IMP and Reb
IMP and REB's should be Overt once they chose the side they want to be a part of and be Overt FULL TIME. (Granted may Put something in there that Let's them be COVERT upon Death by for a short period of time , like 10 min, to let them clone and get clear of a camp problem and a chance to get buffed in peace.)
If ya Jedi, you Overt all the Same, IMP or REB.
There never was a Nuetral Jedi. therefore when you go for Jedi, you have to Choose to be IMP or Reb.
Now, the system for this is already in this game, just tweak it. When Overt, niether Faction can help or trade with Oposite Factions eccecpt thru a NUETRAL.
Make MORE Base's and Planets Control be Player Based on which side owns/controls.
Sample : Dantooine
Has 3 Starport's.
Make the Starports Faction Win's or Controled.
ADD a Major FACTION Controled Stronghold.
Now, the Faction that contol's the the Stronghold, control's the Planet basicaly.
Of cource, they need to Contorl them Starport's too! That way, people got to Fight to get on a Planet or get off it. Period iif it is controled by the oposite faction.
You see, this would give more Meaning to the game! It would be more fun and give it a Purpose and that alone would give players more to strive for than wanting to just be Jedi. It would allow them to group and band together in a true common cause and let the true war begin.

You see, under this System, each Faction would need it's own Doctor's, tailors, weaponsmith and everything else unless they bought it from a Nuetral.
The war would be based on More than just players online and such, it would also be based on Who controled what and each factions Economy.
Like, let's say that I am Rebel, and Yarvin 4 is controled by the Empire and it has a Resource that has spawned on it that I really want, I am going to need to do 1 of a couple of things:
1. I am gonna have to fight my way on planet and off it to place my mines.
2. I am going to have to get a Nuetral to mine it for me.
3. I am just gonna have to do without it or band together with the Rest of the Rebels and make a Conquest raid on that planet's starports and get control of them so it safe to go there and mine.
I know that a lot would say that it would not be right, BUT IT WOULD! If you not wanna fight, then you should stay Nuetral.
hmmm..........
1. Make where ONLY NUETRAL BH's Can hunt Both Faction Jedi.
2. Make where FACTION BASED BH's CAN NOT GET MISSIONS ON SAME FACTION PLAYERS/JEDI.
3. Add Visibility to BH's. If they wanna show off they BH and attack things left and right and let poeple know they BH's, then they should be attackable and hunted down and killed.
4. Add more Meaning to the Game by making it more PLAYER BASED AND CONTROLED. Give us a reason to want to play. Grinding for no reason is destroying the player base in this game more than anything else. Players are getting burned out with all the grinding for no reason. I mean, I become Master TKA, then what? Go hunt? Then what? Go PvP some? Then what? I just killed 20 IMP's and it not matter, boring again. Then what? Be something else? Grind again get more burned out! Quit Game.
OH!!!!!! I almost Forgot.....
When 1 side or the Other Controls a Starport, Put MAJOR DEFENCE's Around it. That way it take's a Major Army to take it out. Not just a group of 3 or 4 Master Professions. Put like a Option for the Player Based Base's already in game, where Players can Donate Wall Turret's ( Lot's of them) , Mine's and other stuff.
Make it where the Faction that Control's it has to defend it. Like, if Reb's control it, they can Donate something to the Defence or Donate Money into it to pay for the Repairs and Faction NPC's that be Defending it or can Purchase Wall Turret's and other stuff from a minue that will be added to the Defence.
Now, some would say, but players wold be Killed as they Spawn into a Starport, NOPE> There is Currently a system to help with that, like 1 min Covert status that gives you time to spawn in and run like heck before you are declared again.
ANYWAY!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!
REVAMP THE GAME>> QUIT NERFING IT.
GIVE IT MEANING.
Players want a REASON to log into the game and play. They want something to show they did something.
Give it to them.

Like, With 80% of the Population in the Game being declared Overt, and ALL JEDI BEING OVERT, that put a lot more pressure on the JEDI than anything else.
There would be no more BS of 50 BH's hunting 1 single Jedi. Unless them 50 BH's was all Nuetral.
You see, them Faction Based BH's would be Overt and of course to get to thier Jedi target, would have to show Cunning and SKILL to get around all the other Reb's. They would have to EARN THAT JEDI KILL.
I mean, If I on a Planet that is 80% Rebel Controled and I am REB JEDI, and a BH makes it to me and attacks me? Then by gosh I KNOW he has earn the right to do so cause he not only had find where I was, he had to be smart enough to get around all them other Reb's to get to me.
