Seriously to all who have a problem with even the NEW fixes - go play another game. SWG wasn't meant for you. You'll make the lot of us who ENJOY the game and are Star Wars fanatics alot happier if you do leave.
2 Things:
First, why would the imperials complain? not much to complain about. Your first sentence is stating the obvious. The patch penalizes Rebels and (for the most part) not imperials. If you were expecting outcry from Imperials, I'd wonder why.
Second, the game was sold to players as pvp OPTIONAL. The developers have now (after they have collected their money) decided to FORCE pvp upon certain players. That is partially why you are hearing an outcry.
background: I'm a covert rebel chef who has NEVER been overt and has NEVER participated in PVP (oh, wait... I dueled once or twice) (and please no comments on how teH Ub3R 133t chef Pwn all j00z PvP - that won't happen until publish 13 when we are allowed to add a grenade component to the Pikatta Pie, and douse you with alcohol and light it *smile*)
That said....
Will this "force" people into PvP? No. I have the option to leave the alliance. If I choose not to, then I choose to take the risk.
Overt vs.TEF? An important issue. Personally, I don't care which, but I'd rather know this going in and not have to learn it the hard way.
Imperial Penalties? Here is where I feel you made 1 minor miscalculation. A covert imperial should be TEF or Overt (same as rebel - see below) after being scanned to have something.
My reasoning. I can live with the TEF (a-it's only 5 minutes, and it is the exact same penalty I face currently when I run a mission) If you're a covert rebel, you've probably gone through the same issue as you went for faction, regardless. After all, after a certain point they will make you go after imperial NPCs. When I am TEF... ALL overt imperials (read: NPCs, at the moment) will show as aggressive towards me. If I'm fighting, it lets me know the target. If I'm not, it helps me figure out which way to run. The only unfairness to the situation is that an overt NPC will NOT show as such. (an argument for the Overt rather than TEF - if you didn't have to wait an hour). As for the Imperial... a salute is as effective as a shout in identifying one's allegiance. Much the same as there shouldn't be any coverts in stormtrooper armor, there should not be any coverts being saluted. Add that one little item and you help even the playing field just a slight bit, in my opinion.

How will the game check to see that you are an overt imperial, if you're set to covert during shuttle loads? Has this aspect been thought of?
Cause I'm thinking that with the way the system works, if might check every Imperial as covert, as you're set to that during travel.
Wait a sec a covert rebel goes overt when caught in a crackdown? Why not simply apply a TEF flag instead?

Also, too bad we have to wait until Publish 7 to see if our guns are sliced? By then most Rebels/Neutrals will be tired of getting shot on sight from Publish 6 and become Imperial.

Well guess what, chum?
The Galactic Empire (emphasis on the words 'Galactic and Empire' here) views all Rebels as TERRORISTS and all Smugglers to some extent are involved in CRIMINAL ACTIVITY. The Galactic Empire is in charge here, and as such they can pass whatever law they want.The DEVs have deemed fit to label Rebels (shoot on sight), Spice (Drugs) and Sliced Equipment (think of gangs using AK-47s vs. Police using 9mm handguns) as illegal.
This game has not felt like a GCW between an oppressive Empire and a Rebellious opposition, ever. Now that the DEVs have finally put in some worthwhile GCW content, we get know-nothings like yourself b***hing about it.
Some of you say... What's the point of being a smuggler when you can just go overt Imperial? Well there is still the fact that Rebels outnumber Imps at least 3-1 on all servers. If an IMP goes overt he still runs the likely risk of running into a group of Overt Rebs.
And while some FOTM kiddies may join the Empire, cuz it's the easy solution, I highly doubt the more mature Rebels will quit the Alliance. In fact, I believe they willwelcome the added challenge of running the risk of being caught. In reality that's all the DEVs are doing here... They are trying to spruce up the GCW/Star Wars Feel and to increase the Risk vs. Reward of using said materials.
Now obviously I am an Imperial, and the easy way would be for me to applaud the DEVs decision... I also find it Ironic that 99% of the Rebels didn't give a care with the previous 500FP penalty for Imps being caught on a scan, which, lets face it unless you run faction missionsall day longwas exhorbatant. However, I myself feel there should be a penalty for High Ranking Imps and Overts, but scaled down from low ranking covert IMPS.
A system along the new Jedi Skill Revocation ideals would be most beneficial.
Coverts and Rank:
Say a Colonel runs the same risk of being detected with contraband as a Private, however...
A lowly stormtrooper wouldn't want to anger a high ranking superior, so each week say the Colonel gets7 free passes. After7 positive contraband scans, it would be safe to say that word has gotten out about a law-breaking Imperial Colonel, and thus a 500FP penalty is imposed, or demotion if the FP cannot be squandered. After 7 days of a positive scan you get a freebie back... It could follow through the ranks like this. Lieutenant Colonel 5 passes/week, Major 4 passes, Captain 3 passes, First Lieutenant 2 passes, Second Lieutenant 1 pass... Now what happens if your a covert imp below this rank? you get a small 100FP penalty if you are caught with contraband or rank demotion if you cannot pay it. Doing this will cover the debate of "High Ranking Officers shouldn't be pestered by Stormiesvs. High Ranking Officers should be penalized heavier because they are the ones setting the example for the lower troops"
As for Overt Imperials:
I believe they should get an automatic 50% chance of avoiding a scan all together. Why? Because a stormy could look at it from both sides eqauly... On one side the stormy believes the Overt player must be off to deal with Rebel activity, and thus lets them pass... On the other hand, the stormy is following his orders from his own superiors, and begins to scan the Overt. Now if a stormy does decide to scan the overt, the ranking system above comes into play again. This way Overts still have a 50% risk of being scanned, but a bonus for choosing to be Overt.

I think this patch will do good fror Starwarsiness.
HI-Rank Imperial Officers can well have Customized Stuff, regarding
their Rank. Vaders Armour is surely sliced..even builtfor him
and his Lightsaber would be contraband. So now, they would just salute,
as it tributes the ones Leading. Others might well call it corruption,
but so it works in the empire in the Movies.
And in RL.. The highranks CAN get away with lot more then Joe Factoryworker.
I was Sceptic and got a Set of Unsliced Armour/Weapons.. but this patch will
be cool.....
