Well, there is the night sky, the slight chirps of insects equivalent of grasshoppers, the crackling of a camp fire and the companionship of a group that just faced mortal danger shoulder by shoulder and now live to tell the tale still fresh in their memories.
But yes, I can definitely see how a smoky room filled with shouting, nearby merchant spamming flowing in and the GCW representativesmaking frequent visits to clearlyrelaxed enemies, outshines anything as far as relaxment is concerned.

Well, that is a good reason for Outdoors people to have a bonus against BF gain. It does make sense that they would feel more at home out of the cities. 
However, please don't forget why we have Battle Fatigue. It is purely meant to be an Entertainer reward. Any mechanic that skips the Entertainer completely when it comes to BF is defeating the whole purpose. Now, if you include the Entertainer in the Camp BF Healing, it is still an Entertainer reward and does not go against the design.
If we were instead given some other kind of draw to the Cantinas as a reward (like gambling and minigames we could take part in as hosts and other services we could provide just as fun or helpful things, but much more voluntary than BF), then Battle Fatigue could go away entirely. We would no longer need it if the intended reward was being achieved through some other influence.

I'd like to cast my vote for option 2, and I'm not above begging for it!
I was in a camp last night, as a matter of fact, and very much enjoyed seeing something other than the cantina's brown walls and a ragged dozen afkr's spamming for tips, heals and other assorted "favors". Don't get me wrong - I spend a great deal of time in cantina's, enjoying them greatly, but the fresh air was a welcome change of pace. While there, the topic of healing battle fatigue in camps was actually discussed (and I'm saving a tube of chapstick for a certain scout correspondent out there - sorry, inside joke).
At first, I had been violently opposed to an option that allowed battle fatigue healing in anywhere other a cantina. My fear was that the cantinas would empty, and entertaining would become an empty profession with nothing for dancers and musicians to do but make pretty light effects for their own satisfaction while they dwindled to extinction.
And then I took a look around, and realized that I have seen many of these players in cantinas - not just for a quick bf heal, but for a bit of relaxation. I have seen them in the cantinas of major NPC cities,regardless of the fact that their player cities most certainly have a cantina stocked with a constantly cycling buffbot. I have seen them cheering, chatting, and making friends with the entertainers they find there.
I quite simply believe that entertainers are still more than a battle fatigue reduction machine to many players. I also had the pleasure -again, justlast night - to perform with a small group of dedicated and extremely talented entertainers. We did not perform in any cantina or tavern, but on the stage in front of the Coronet Starport. We provided absolutely no service to those that did stop and watch - they received no healing from our performance, yet they stopped, watched and cheered for us.
Though allowing option #2 will most certainly take some players out of the cantinas - both entertainers and visitors alike - I simply can not see it being detrimental to the profession or cantina life entirely.

(Of course healing BF in camps only works if they are no longer dull brown and come with falshing lights equipped...)

Far too many Rangers would like the flashing lights. BTW, have you seen the pretty blue lasers we surrounding our biggest camp? That may provide an atmosphere you would like

Disco balls in our camps... Ooooooo... Could we get those spotlights that light up the sky too like in the hollywood premiers?

Option 2 gets my vote.Entertainers are already sidelined to cantinas, option 1 would mean that scouts would be offering b/f healing camps out in the wilderness, resulting in very few people travelling all the way to a cantina for heals.
