No... why would it be a bug? LOL That strikes me as silly. *shrug* Anyway, most of it is CRAP. Occasionally though it'll drop something nice, just like any other attackable NPC.
a. They rarely put attackable NPCs in public buildings (other than Storm Troopers of course).
b. The NPC in question is dropping some semi-rare (at least on my server) loot, e.g., palm fronds. People used to camp the chests at the ruined temple thing on South Naboo forever for those.
c. The NPC is not pathing, but static. Like he's stuck.
d. It suddenly showed up with the last patch.
I dunno, to me it just seems a bit off. Since when do they put a low-HAM NPC who drops nice loot in the middle of an NPC cantina where he can be farmed over and over again for hours? It's almost like he's supposed to be somewhere else, in the wilds somewhere, but somehow got dropped in the cantina instead.
I think there might be a similar thing going on in Bestine Cantina, I'll have to check.

I'm sorry, but I would far rather take the time to go to Dathomir and kill rancors for 3500 xp a pop than park my character in a cantina and kill a static spawn of ONE commoner for 8 hours. That's just ridiculous.
AFK is AFK, whether it's combat, dance, whatever. And I'm about to murder this girl in our cantina.
And no, his spawn frequency isn't bugged. As Tiaga said, lots of the NPC's around towns - especially the thug ones (skaaks, meatlumps, etc) will respawn as soon as the body of the former one disappears.

Well, I was referring more to low-level fighters. Sure Rancors are better for elite professions, but when it's a choice between killing spineflaps or that commoner, the latter looks pretty attractive. Although certainly some people are lame enough to camp that NPC even with Master in an elite profession. And that puzzles me just as much as it does you... and when they're doing it AFK for hours on end, that's even worse.
And also, if spawn frequency isn't bugged, then it's the Commoner's HAM, and the fact that he can so easily be AFK camped without any significant combat skills. Because all those other attackable NPCs usually have much higher HAM and partly even come in groups (think RSF, although I'm not too sure what other attackable NPCs there are).

I doubt that is a bug. There are lots of spawn points around towns where you get singles to multiples of low level, mostly harmless NPC. The meatlumps, skaak tippers, ragtag loons, etc are easy one hit kills for anyone novice in an elite combat profession. There are lots of spawn points where they will respawn in groups of three or four instantly and go down just as fast without ever doing any damage to my character.
As for an elite profession farming this NPC the XP can actuallybe higher XP than rancor. It is XP over time not per kill that counts. Thanks to the insta-respawn those few points can add up a lot faster than any Dath hunt. No travel time, no mission selection time, no kill time, no buff and prep time, no downtime. It is simply hit,loot,hit,loot to infinity. It is just like the noob gardens outside towns. Some gardens spawn rapidly enough and close enough to the exact same spot to make them better exp than any real hunt. If you add to that the total safety of attacking this guy AFK you have really pushed the XP far beyond what you can accomplish on any mob you have to hunt or that offers any risk.

Oh I agree 100% ma'am. I was just explaining the reasoning behind why elite professions would spend any time on an NPC that low level. Its stupid and so immersion breaking IMO. After all if you are an honest citizen yourself why are you standing in a cantina killing hundreds of other honest citizens?
