The (L#) is based on the Level of the creature. Higher critters appear to have higher level specials. Its not specifically based to a planet, but the adverture planets will have high level creatures.

Cool. I am going to look for you online so you can train my huurton. My level 25 huurton gained an extra ability slot third time through training and now has 20 training points available.
For what it is worth, you cannot train the same command twice to a single pet.
Kirishi or Dralous can train your huurton....after I hit 0104 CH. Of course I'm only 0001 CH at the moment.

I got a new ability to add to the list.
Swift Fleeting. its passive and the pet is always using it. i assume it makes it go faster but didn't fully test it.
i also got Staggering Attack, but i belive its broken. you can train it, but doesn't show up in the datapad. I tried commanding it, it seems the pet did get the command but i didn't see anything that looked like it worked.
I did see Knock Down work. In fact, in a dual, it was used on me and worked. Darn that CL1 chuba. its uber. lol. i think the pet knock down is now working as intended.
Here are some of my results from Yavin IV today:
crystal snake - Panicked Rage (L2)
skreeg warrior elite - Marring Storm (L2)
giant stintaril - Marring Storm (L2)
puny gackle bat - Hamstring Attack (L2) -This, like the L1 version, is a20 second snare. Not sure how well Drashk's L1 version works, but I notice no real impact on enemy mob movement rate when this is applied. The enemy is still able to close distance with me quite rapidly. The +Snare+ flyby text seems to last for 20 seconds, though.
angler hatchling - Cowering Vigilance (L2) - Passive ability, but can't see any effect. I allowed my angler hatchling to fight to incapacitation against a higher level opponent, but the combat spam indicates it both gave and received exactly the same amount of damage from the first moment of the fight to the final blow. No change in armor absorption or discernable change in hit/miss rate visible in combat spam, either.
ravaging gackle bat - Fleet Footed (L2) - Passive. Like L1, presumably a passiveincrease to movement speed. Difficult to test this alone, though, since these creatures are too high level to call more than one at a time for a side-by-side comparison.

It took around 4 XP cap trips for me to learn the ability.
BTW, I'll give you the spinecap that I unlocked the ability with, to see if maybe you can unlock with it as well.

I didn't notice a huge effect with this ability either.
I'm wondering if we are seeing a trend here with tiny fliers. We thinking that maybe the tiny flier type critters are more likely to have Hamstring Attack (L#). Any MCHs on TC-Bria wanna see if they can prove/disprove this by trying to find a few higer CL small fliers to tame.

Yes, you are correct. I knew better when I suggested the planet theory. I have begun my quest to find a L3 pet. Animals sure are tough to tame on Dathomir. Got a level 65 brackaset no problem, unfortunately it had only an L2 ability. I tried for close to an hour trying to tame a level 69 flyer, a level 69 mite and a level 70 mite. only succeeded in getting some running exercise. Well, there is always tomorrow. I really want to know the level breakdowns. I wonder if L3's will be an increased random among pets elegible for L2. Making the L3 pets and skills really valuable.

Hope it helps to clarify some points.
If you use the /train command, while not targeting a pet, a pop up menu comes up that will list all of the Abilities that you can /train. This menu includes a description of each Ability along with how many Training points it will cost.
The following is the list of skills that I have, and the information that is listed in the /train box
Hamstring Attack (L1) (Triggered)
Training Cost: 14
This special attack allows your pet to reduce the movement speed of an enemy for a short period of time.
Eye Gouge(L1) (Triggered)
Training Cost: 14
This special attack allows your pet to Blind an enemy for a short period of time.
Knockdown Attack(L1) (Triggered)
Training Cost: 14
This special attack allows your pet to Knockdown an enemy for a short period of time.
StaggeringAttack(L1) (Triggered)
Training Cost: 14
This special attack allows your pet to Stunan enemy for a short period of time.
Hunted Withdrawal(L1) (Triggered)

Imperiling Feint(L1) (Triggered)

Guarded Stance (L1) (Triggered)

When activated, this ability reduces the amount of damage your pet takes in combat whilereducing the amount of damage done by it's attacks.
Self-Sacrifice(L1) (Triggered)
Training Cost: 8
When activated, this ability allows a pet to intercept attacks directed at it's master taking some of the damage itself. The pet must stay close to it's master in order to defend it.
Frenzied Assault(L1) (Triggered)
Training Cost: 8
When activated, this abilityincreases the amount of damageof each attackyour pet performs at teh expense of it's defensive capabilities.
Combat Agility(L1) (Innate)
Training Cost: 5
This ability permanently gives your pet a slight chance to perform a Critical Attack in combat.
Lightning Reflexes (L1) (Innate)
Training Cost: 5
This ability permanently increases your pet's Defense.
Vigorous Health (L1) (Innate)
Training Cost: 5
This ability permanetly improves the Health of your pet.
Thick Skin(L1) (Innate)
Training Cost: 5
This ability permanetly increases your pet's Armor.
Cowering Vigilance(L1) (Innate)
Training Cost: 5
This innate ability makes your pet automatically go into a Defensive state, reducing damage taken, when it gets low on health.
Beastly Constitution(L1) (Innate)
Training Cost: 5
This ability permanent improves the Health Regeneration of your pet.

After each battle with a mob, your pet will gainY points of XP. This amount appears to be based on you Level, the pets CL, and the CL of the mob that you are fighting. Using your pet to take down a lair appears to give a significant amount of XP. Your pets XP is completely seperate from your own CH XP and does not appear to have any effect on your rate of gaining XP.
Updated the XP to CL ratio, to include all XP amounts
Each time that a pet gains enough XP to reset the above listed XP amount, it will gain 7+ Training Points and possibly 1 Trainable Ability Slots. The higher the CL of the pet, the more Trainable Points that your point will gain, All CL 1 pets gain 7 Training Points. Somewhere between CL 7 and CL12, the number of Training points increase to 8.
Trainable Ability Slots are gained periodically through the course of using your pet. CL 12 and below pets appear to have a maximum of 4 Trainable Ability Slots, though further testing is needed to verify this information. It is unknown at this time how many Trainable Ability Slots a higher CL pet can have.
A system message will appear each time your pet gains either Training Points, or a Trainable Ability Slot
In order to learn an Ability from a tamed pet, you must use the pet in combat. Typically, it appears that you must use a pet until it has hit 3 to 4 XP roll overs, before you will learn the Ability.
A system message will appear, each time you learn an ability from a pet. The name of the Ability will appear in yellow lettering on screen.

Couple things to add.
Staggering Attack applies a Stun affect on target.
Knock Down does work. I have been knocked down in two duals, and have had the pet apply knock down.
You can train another persons pet apon these conditions:

You have the pet in your datapad yourself
-
You have the pet called out
-
The pet has an open ability slot
-
The pet has enough ability points
-
And you your self have learned the ability you want to teach
So, its just like the basic standard of any train as before with just some extra points needed.

CL69 was about 399880, etc. anyone plot these out yet?
