Well you've never been able to use Head Shot 3 with a carbine nor skull smash 2 with a rifle so you must be asking about defense stacking. This was fixed in Patch 6/7 as all of the stacking was removed from the game and/or capped at the +125 limit. At one time you could stack up Dodge along with Block and Counter Attack to be near unhittable but this was fixed under Publish 6 and only defensive mods found under the class your current weapon is listed as are active during the use of that weapon. Publish 7 brought in hard caps on defense numbers and hard capped all combat defenses to stop being effective after +125. This change paved the road to defense templating to which you pickup mods and defenses that complement your primary combat profession.
From everything released in association with Publish 10, there will be minor changes made to the Jedi profession along with the end of holo/profession grinding to unlock your FS slot. Also found in Publish 10 will be a new quest system for non-FS/Jedi to immerse in to grant them access to pickup FS abilities to compliment their current builds and/or grind to Knight. The only thing that might make it in Publish 10 that many players are fretting will be a balance/nerf to armor and buffs as this could spell the end of solo groups. (on a side note we all know that credits are just that -- fake money and to say that the economy is out of whack is frivolous as there is an endless source of credits in SWG so there is technically no end nor beginning to the cycle of money in game)
What publish 10 will do is change tracks from holo/profession grinding to hordes of players camping spawns and NPC quest givers all trying to unlock their slot in the quickest amount of time possible. Shortly after this will enter in a new era of templating that will allow players to dabble in force abilities yet keep standard professions to build power PvP characters. Fear not those who stay non-fs but those who pickup force defense and combat skills for after the combat balance these players will be the same as they are today and those who choose not to FS will be the hardest hit by the balance.
Always trace rumors back to there origin and unless that origin is developers, forget about it and even when it can be traced to the devs, don't expect it to get implemented in game, dev has to explorer posibilities to find a solution for a problem they see with the game and they tries to find the best solution to the issue at hand, sometimes the best solution is not implementing a change or implementing a diffrent solution.
Even stuff that is on test center is not guarenteed to be what live is going to get, since TC is just another way for the devs to explorer there changes.

correction. one LD's. but you can still /consent someone not online and have them IN your consent list and whether your LD or not you can be revived and log back on before you poof from the server. We have tested verified it and reported it as a bug/concern/possible exploit

The answer is yes, but has nothing to do with some "third party program" as you suggest in your previous post.

Sounds like aborderline exploitto me.
It would be an exploit, but to my knowledge this is not true. I've tested it and was able to get the same Jedi's mission.
