Also to add to this very nice post, Id like to remind everyone.
Specials have a speed mod on them.
(weapons speed*special delay mod)-(weapons speed*special delay mod)*Weapons skill speed/100
So when figuring your speed with a special, you have to find out first what delay the special has on it.

If you're interested, a less eye-blurry way to write the formula (IMHO) is:
(Special Delay Mod) * (Base Weapon Speed) * [1 - (Weapon Speed Skill/100)]
This formula is identical to the one you wrote, but will require one less sub-calculation.
Using the same stats you did in your post (LLC with 4.0 speed, 2.0 delay modifier, and +60 weapon speed skill):
(2.0) * (4.0) * [1 - (0.60)] = 3.2
which is the answer you got.

If i understand your math correctly, U want both high effectiveness and a high volsted rating meaning your putting at the most damage and at the best bang for you buck in the HAM catergory. Low Volsted is bad right?

I may have overlooked it, but you failed to note that the higher the Volsted Rating, the better.
Also, it's worth mentioning (explicitly) that when all weapons reach the speed cap, The weapon with the highest Average AP Damage will have the highest effectiveness rating, reguardless of base speed.
Your statement:
Crucial Caveat(tm): There is a 1.0 second speed cap on all weapons. This means that for many weapons, there will come a point where you are shooting that weapon as fast as you will ever shoot it, and no amount of Speed skill increase will allow you to fire any faster. At that point, other weapons which have a lower Effectiveness Rating will slowly become more effective, relative to the weapon at the 1.0 speed cap, and may even surpass the original weapon's effectiveness with increased Weapon Speed Skill.
is a very good thing to point out and although I have nothing negative to say,there's something troubling about it to me, I just can't really put my finger on it. I think it has to do with the wording (English is a stupid language) andwhat I mentioned above.You have 2 weapons, weapon 1 with a high effectiveness rating, and weapon 2 with a low effectiveness rating. If weapon 1 reaches the speed cap first, its overall effectiveness will cease to change as more speed modifiers are gained. Weapon 2s effectiveness will increase steadily until it reaches the cap, but won't necessarily surpass weapon 1.
And this is where my understanding is under assault: I can't tell if you mean to simply say that Weapon 2, although it has a lousy effectiveness rating before speed modifiers, will become more effective as it gets faster, or if you are trying to say that weapon 2 will be more effective when compared to weapon 1 and might become better.
And strangely as I write this, I think I understand, but I will post this anyway.
Excellent work. For any of you that want to lobby for improving Elite Carbine to be a real improvement over Laser Carbine - here's your post. It's all there in black and white (well, there were plenty of other colors, as well). But, as the breakdown shows, the Laser Carbine is superior to the Elite Carbine in pretty much every way possible. Seems silly, doesn't it?

See if this makes it any easier to understand: "One of two weapons may have more damage than the other, but have a worse effectiveness rating because it is significantly slower. Once it's speed catches up with the other weapon, it's effectiveness rating will equal or surpass the other weapon."
