Generally speaking, you won't hit the speed cap with most of the Pistoleer specialsthat we use unless you either get speed skill attachments or a krayt enhanced pistol.
There is a nice little speed calculator in the "Links to Important Threads" stickied at the top.

Also, keep in mind that using Pikeman at the speed cap drains your HAM very, very fast. Make sure you have back up food, like Muon and Pixie, just incase.
After you purchase your SEA's, make sure you put them in well chosen armor pieces. The higher end one's (+2 or more) should be put in armor that does not decay. Ie: Ubese Armor Shirts, or Marabi Belts. This way you protect your investment. If you do need to put it in a major armor piece, try putting an SEA in a good Comp Armor bracer. Bracers are rarely hit, and will keep your SEA safe for a long time. The +1's that you use can go in your Chestplate and Legs. If you have Clothing Attachment, put them in things like headwraps, shirts, and gloves.

depends on the speed of the gun you're using, but with my 3.5 spd krayted DE-10 (they're all krayted lol) ... i need either 93 or 94 pistol speed to shoot lastditch at the cap.

I recently purchased a +6 rifle speed attachment for 6 million and put it into my ubese shirt, am I now speed capped? My friend who has been a rifleman longer than me says I'm capped. Can someone clarify, and give some proof.

It depends. Here is what you do to find out.
Figure out your speed mod. You didn't say if you were a master or not.
The speed mod is a percent reduction in the base speed of the weapon. So (100 - speed mod) gives the percent of base speed of the weapon. If you are a master you have a speed mod of +96 with that attachment. That means a weapons speed is only 4% of the listed.
Then look at your weapons. Multiply the speed by the above forumula to get the base speed. Then multiply it by the delay mod for the special you are using. If the number is less than 1 then it goes up to one. If all your weapons and specials end up at less than or at1, then you are speed capped.

given +96 rifle speed and x3. 5 is the highest time mod we have for strafe2
9 speed weapon:
9 x3.5 x (100-96) x .01 = 1.26 seconds
8 speed weapon:
8 x 3.5 x (100-96) x .01 = 1.12 seconds
7 speed weapon:
7 x 3.5 x (100-96) x .01 = .98 seconds
So as long as ur weapon is 7 seconds or less, then u are capped on all specials

If you get 100 pistol speed you can shoot any gun imaginable at 1sec specials.
