To OP, that IS NOT an exploit. Server lag causes all kinds of problems in combat log documentation. If you do your template right, get the right equipment, and foods buffs etc .. it is very possible to fire every second. It's not easy but can be done as a rifleman .. I know because I can.
Heavy Lighting Rifle - Crafted 2.14 speed after 12% speed slice
Speed from template - 120
Speed from SEA's - 50
Speed from FS - 9
Total natural speed - 179
Ligament injection thing - 10 rifle speed
34% speed pup on rifle
Adjusted HLR speed after pup 0.79 / 1076 DPS
I can alternate Critical-Headshot-Rangedshot-Critical-Headshot-Rangedshot .. etc. every single second until my action runs out.
This is no exploit. It's called preperation, skill point investment, and good equipment.

The OP is complaining about 2 specials back to back in one second - bypassing the roundtime.. Not alternating specials...

i get my normal cooldown timer everytime
This is not a sploit...
Read the whole log... not just sections this is why.
With spd pups etc. you can have speed modified to below 1. this can make your specials fire every second.
Why you see back to back is simple ... player running macro.
what you will see is this
01 head
02 critical
03 head
05 critical
06 critical
07 head
Notice the back to back criticals... this is becuase critical was supposed to fire on 4 but, due to lag, it did not show on screen until 5.... then the macro skiped head for 5 (becuase critical was queeredto fire first, so it overrode head and gave that shot to critical). Now since then the 2 seconds past to fire critical again... it was really fired on 4 on main cpu so could fire again on 6.... but your screen time updated different then cpu time due to lag and showd critical on 5 and 6
This is why you get back to back specials.... lag
If you want to test if sploit take a group like6 shots in a row ... then add all the times and shots fired
if you see back to back shots and the group of 6 was in 6 seconds it is a sploit
However what you will see is a group of 6 fired in 7 seconds. .. this is lag
Adjust numbers accordingly... but the concept is there.

I can only heal every other second, i was trying to heal every second last night but i only tried for a minute lol. I really have better things to be doing other than finding bugs/exploits for SoE, especially considering they don't/won't/aren't/can't listen or acknowledge anything being asked/claimed/shown/proven/questioned whatever.

Actually, general ranged speed and profession specific speed stack. So, general ramged speed +25+rifle speed +25 = +50 speed from sea's
