Actually... there is a post on my server's forum with about 3 pages to it about this... so I dont think I said anything that hasnt been said yet.
There are actually two ways to do this. One involves hitting the buttons just right. It's also possible via macro--which is the preferred Jedi way to accomplish pretty much the same thing.
Four months into the CU, I can't believe it hasn't been fixed.
I'm the BH they're talking about and their accusations that I'm exploiting is a load of BUNK. I don't even know how to do this so-called exploit, and if I did know how, and if I was doing it, there would be a lot more than 2 double hits of the same combat special in a 30 minute fight. What those Jedi leave out is that it was a 30 minute fight with at least a couple of hundred combat rounds occuring. They accuse me of cheating yet can't provide screenshots. And even in their accusations they say that it was only twice in 30 minutes that a double hit occured. These "double hits" was not a function of me cheating, it was a matter of a lag spike in the middle of Theed. Even a 2-3 second lag spike will confuse the server and the Jedi's client.
You can firea rifle once a second if you alternate ranged shots in between two specials, like so:
(Edit: You can only fire once a second if you have a fast rifle and alternate the damage specials after the ranged shot. This is perfectly legit. Mine is 0.94 Mod Speed. I have a 12% speed slice and use speed PUPS)

This will be consistent under the condition that I, or the Jedi does not have a lag spike (which is common when you are fighting in Theed bank mere footsteps from a full cantina and with 10 of the Jedi's groupies standing around spamming their force powers watching the fight).
Since I KNOW I wasn't exploiting, what most likely happened for the Jedi's client to display erroneous back to back specials (mind you the Jedi only admits to it happening twice in 30 minutes) was that he had a lag spike where his client crapped out for a couple of seconds and did not receive the information for the intermittent attacks. Take the above example combat log and compare it to what the Jedi's combat log would've looked like:
