Read again, up to 15 can take this one same mission. If one takes it, 14 more could take it. But there won't be more than one mission on the same guy, unless he has landed on the terminal for one of the other bounty types as well.
Gizmo - I really love a lot of the ideas you have. I hadn't thought of most of them.

My biggest complain though that your system doesn't address is the actual hunt itself. I've gone in depth towards altering the actual method of hunting, to make it more immersive and also, to require more skill. I too was inspired by reaing the BH books, and the one thing I noticed is that NO ONE launched an arakyd or seeker that lead them directly to their target.
Please take the time to read the thread in my sig and if you want to take any of my ideas and combine them in to your post that's perfectly alright.
I think if you took just a few of my thoughts and added them to your great work, it would be incredible.

I would like this:
1. Terminal with both faction and smuggler. (For BH's that hunt both sides.)
2. One terminal for one Reb and same with Imp. (For BH's that do not wanna hunt own side.)
That can't be too much work.
Or just make the faction show up on the terminals we have today. =)
I like it so far, except for a few things:
Bounty hunters Need to be able to group up (how can a BH solo a knight?)
the /crimereport option is a stupid idea and will cause more griefing
