Cap is +100. You can effectively cap with most rifles at +97. Though not all. Anything above +100 has no effect.

Master Fencer if you do not have a very slow weapon, for all player made fencer weapons master fencer is enought to cap.

Wondering what the speed cap was. Going BH 3/4/0/0 Master Carbineer, Pistoleer 0/0/4/0 and medic 0/0/4/0. Just wondering

Ok, a little experimentation tonight using BH critical shot (the most advanced one)and MR Improved Head Shot in succession (they seem to be in different cool down groups). Tested in PvE, vs Cyran the Unfeeling NPC on Kashyyyk.
According to the time stamps in the combat logs, I was firing approxiamately every 3 seconds. This would occasionally be made longer if the mob attacked me.
Using an Assault Bowcaster, spd2.64, my toon's speed when rifle held according to the character sheet is 120.
My friend then tested. He also got 3 second timestamps. He was using a T21, spd1.66, toon spd 85.
So how do these numbers relate?
Is 3 seconds the speed cap (because of cooldowns)?
I asked another random guy I saw, and he tested for me and also got 3 seconds....
This 3 second thing seemed to be related to the fact that my specials were being blacked out on their 'cooldown'.
Ifthere is no cap, and it is related to diminishing returns, how is it possible to go, say, from 3 seconds to 1 second?
