I accept the fact that BH is supposed to be an offensive prof but surely the devs should have thought of that before nerfing the BH specials (eye shot, torso shot, fire KD etc, etc). After the nerfs and with the increase of defenses on other profs BH's are pwned in PvP.
My suggestion is either to review the offensive capabilities of BH or give BH some defenses. I would prefer the former as i do agree that BH is an offensive profession. Bounty Hunters by definition are people that set up a situation where they can ambush their enemies for a quick kill, not go toe-to-toe with them for 15 mins.
Just my humble opinion.

They sorta screwed the prof. when they lowered the requirements for it. Now you can't really give it all the offense that it should have because people can combine it with a very defensive class like fencer or tka to make bh's too powerful. Now, the only concievable buffs are to investigation 4 or master bounty hunter.
MBH needs one hell of a strong buff to make the class viable as something you can play without dabbling.
Right now I am stuck at investigation 3 because investigation 4 isn't enough of an insentive to give up last ditch.

My current top 5:
1) Jedi mission payouts need to come back, cash + xp.
2) Ranged offense against LS block needs adjusting, 1 in 8 shots going through regardless of the number of attackers, while the jedi is on his back, or swimming, or has thrown his saber at you is just plain dumb. Plus, they can still attack while blocking.
3) Make Master worth something. Fix fast blast perhaps? Give us reduced weapon swtich delay?
4) Fix the Jedi tefs. Jedi logging out, crossing server boundaries, and other assorted exploits are nulling the tefs.
5) Make the LLC worth somthing in PvP. (i only had 4 big beefs, I added this on a whim)

Okay....The BH profession doesn't carry the weight it should. Some say we are a high offense and low defense. Some say we should be high offense and our defense needs to be improved. Well I think the BH is a unique profession but we don't have any weight behind us. PvP is just horrible. Ranged weapons are okay but not much to do in modifying them. Someone posted in this thread about rifles IV. They were right, we don't use rifles. I think that either those points could be freed up and we wouldn't have to Master Marksman or help it apply to us BH's. As for Defenses, I would like to see BH's have their own armor type. Sure Mandalorian is for BH's but come on, the day that BH's are able to get it on a regualr basis will be a cold day in #$^%. I think the creation of an armor for BH's only would help our defenses some and would also seperate us from everyone else out there that is running around in composite armor.
Someone in this thread also was talking about controlling the Jedi population and using BH's as a way to do that, well unless we win the Jedi Death Lotto, it is rare that BH's kill Jedi. I mean we shouldn't be able to just pick up and kill every Jedi we see, but we need some abilities to make us able to at least compete. Sure the Jedi should be more powerful, but as BH's i would be afraid to go up against even some in the TK profession or someothers on a lucky day.
So I would say I would like to see SWG take a look at:
-BH Defenses (To include some sort of BH only armor)
-BH Offense (Modifications to weapons and skills)
-BH Skill points used and what is needed in our profession (Rifles shouldn't be needed)
-Better BH missions with better pay
-Allow other bounties to be placed other than just on Jedi's.(High Level Characters too)
Some may agree with me and some may disagree with me, but we all have our opinions so lets respect them.......

1)Payments.... As a MBH i am litterally going broke hunting jedi....15k for completeing a jedi mission is a joke and needs to be fixed asap.... for 15 i can get a mind buff and doc buffs then you must add in the cost of droids food travel insurance cloning armor and weopons.... all this makes 15k hardly even enough to cover half the cost of the cash spent on killing the jedi.... Please push the payouts for jedi missions back too 150k.
2) No defenses or offense... this is a serious problem as a MBH/ Master carbineer/ Novice brawler i have to rellie on my carbineer skills to simple stay alive....in PVP BH is the worst our offense is pathetic and our defense is not existent...Both need to be fixed....yes BH is a low defense high offense proffesion or should i say is suppose to be but at the moment we have NO defenses PERIOD and we have extremely low offense.
3) Im not sure if everyone will agree on this but i think it needs to be addressed.... MBH's are not the best at hunting jedi this is ABSORD to say the least.... currently a TKM/ Fener with inves 3 can take out a jedi faster more effectivly then a MBH also they cantake on higher ranked/better skilled jedi that a MBH couldnt get close to....this needs to change... the main reason MBH can not or has trouble defeting most jedi is because of the jedis saber block.... atm its blocks at least 80% of our shots meaning that with our low damage output we can barly scratch the jedi why we are getting sliced in half....a solution needs to be figured out (many good ideas have been suggest on this very forum)....another reason for this is that MBH's have no defense agianst LS or any other attack for that matter.... while a fencer/ TKM has tons of dodge/ KD dizzy defence the BH has no which suggest that the TKM/fencer can sit there and dodge all of the jedi's attacks and hit for max damage without being block (which once agian is insaninty)....a MBH MUST i strongly adress that word MUST... be better at killing jedi then anyone else and the moment that is not the case.
4) Jedi killing tools this main relates with number 3 the BH's need to be able to kill the jedi and be given the tools to do so IE player trapes armor different weopons etc etc.... if these things could be in place it would make our jobs much more enjoyable and easy...
5) The last but not least player bouties...i dont see this happening over night but it would be a nice installment for the near future.... it gets montatous killing the same proffesion over and over agian i cant wait to see the day when i can chose to either go for a smugglar or a crimanal or a jedi or so on and so forth...
After these five issues are addressed BH will be a much more enjoyed proffesion.

1.) Defense's against satatus effects- I'M TIRED OF GETTING BLIND, DIZZYED, AND STUNED BY MY MARKS! not to metion other professions.
2.)LLC accuracy
3.) was gonna be skill points-but they removed the rest of the scout tree
4.) Maybe more then 13,000 credits for a mark which i have to spend at least 4,000-5,500 of shuttle tickts to get to?

I do not want scaled jedi missions since that will lead to more nerfs on us because people will pray on noobie jedi and the payout will tell them that.
I want jedi missions moved to master BH level and my prof fixed for real not just a bandaid that frees up more skill points.
And why donesnt TKM require master brawler hmmm? You broke my prof why not break (balance that one)

1. hitting jedi that are master light saber
2. lack of defense souly based upon a MBH.
3. lack of weapons.(pistoleer gets an uber de-10, while MBH and Master Carb have nothing)
4. lack of special moves that hurt jedi. Master BH should have some kind of mind fire shot.
5. lack of special protection against LS.

Something I was thinking of was giving BH's the ability to use our Seeker and Probe droids to track any NPC or Plaer we choose. This would help with the GCW idea i think, because then Overt Faction members would be able to track the member of the Opposite Overt Faction, and a battle would insue...... Just a thought though.

With the changes made to Scout, could you start a new Top 5 Issues.
1. Improve LLC, give it Dizzy, Stun effects and improve speed and accuracy +25-50 at Master.
2. NPC Jedi BH missions and other High level missions like NS or Tuskins etc., lvl 100+ at Master.
3. Move player mission to Master and Fix the TEFs vs JediI should not hold a 24 hour tef on a player after he kills me. Also remove the Jedi name for the Mission term and receive that at Bio sig.
4. Player bounty system that allows willing players to sign up for.
5. BH or underworld faction with its own perks.

Do people really volunteer to get bounties on there head? Not usually. If you get a bounty hunter, you are someone's enemy, or you really screwed up. I don't know about that idea.....

If everyone, including the devs, are up in arms about Bounty Hunters abusing and griefing other players why aren't there harsh punishments enacted for the people who do those things? Why punish everyone? Seems like it would make more sense for BH's who are reported for their misdeeds to be punished.
(I think I remember hearing some talk about xp loss being taken away, or at least lessened,from Jedi who die from bounty hunters. I may have misunderstood what I read about that though so don't quote me on it).
other than the main things people have asked for (weapon switch delay taken away for BHs, Mission payout increased, fix the jedi's mad saber block) I think that a lot of the other suggestions should be set aside for now. I thought that the Top 5 Issues thing was supposed to mainly be about small/minor changes to the BH profession and no ideas that would take a lot of work to get done. I also agree with the people who think that the bounty hunters should have a boost in attacking power(s) and not necessarily defenses
but then again the reason that some people believe bounty hunters need more attack power could be due, in part, to the fact that the jedi have such a strong saber block.
as to the people asking about having BH only armor that is resistant to light sabers...isn't cortosissupposed to be a type of material that is naturally resistant to light sabers and used to fashion armor (I am not saying that such an idea should be implimented though)
