Base % on RIS layers are just like any other player crafted layers with a theoretical max of 5% base using perfect resources. What's different is HAM, which will start at more like 7/7/7 (as opposed to 16/16/16 ballpark for other layers) which can be experimented down to aroudn the -7/-7/-7 area.
So no, it's not possible to make an RIS layer that is better than the *best* NS layers. It is possible to make RIS layers that are better than the average NS layer, but not by enough to justify the expense. Average NS layers are a lot more common and cheaper than RIS layer resources.
Peko feathers are not useless though. They make nice layers, so if you loot them yourself or get them for free they make some pretty nice armor and you won't feel like you wasted money on them. I made some gloves using single feathers and a nightsister shard that ended up, after slicing, with 83% base resists (stun and LS vulnerable) and 5/1/1 HAM. They would have been 5/0/0 HAM but I had a moderate success experiment at the end.

Thanks for the reply Ox-, I see you are on corbantis as well? Think maybe you could help me and my buddy craft our pieces?
I was thinking along the lines of 3 Peko layers, a NS shard and a red geno cube for the helmet to get theencumbrance as low as possible, and going the opposite way with the chest piece and using NS layers with krayt scales and yellow geno cubes to bring the base and specials up. Then a nice mix for the other 8 pieces, to keep it balanced between base and encumbrance.
I'm kind of curious though if you were to go 3 peko layers with a NS shard and a red geno, would it be possible to get to 0/0/0? or do the 3 layers make that impossible?

These RIS layers you speak of... can they be used in other armors as well, or only in RIS armor?

RIS layers are actual layers, which means they can be used in any armor with a layer slot. The gloves I mentioned above were composite gloves made from an advanced composite segment with 3 RIS layers in the layer slots and a nightsister shard in the enhancement slot.
RIS layers don't have a special, and only have 2 experimentation bars (one for durability and one for effectiveness). So it only makes sense to use them in armors that can get high base % with few vulnerabilities, i.e. pretty much just composite.

Just wondering if anyone could post screenshots of the scematics for theRIS peices/components.
I want to start supplying (at more than reasonable prices) HighQuality materials for Armoursmiths who want to make this armour available to the general public (ie:not uberly rich)... SO being a master artisan, if i can see the schematic... even tho i cant make it... i'll be able to supply you the best resource and loot

The initial quest gives you unlimited schematics to make regular RIS armour, and these draft schematics stay with you even if you drop Master Armoursmith.
The Interwoven RIS Segment Schematic, which allows one to make better RIS segments, and drops off of Acklay in Geo lab, is a 5 use only schematic.
So yes, if you had hundreds of hte necessary components and resources, and planned on just making regular RIS armour, you could make hundreds of it.
The cap on an RIS factory run.. not sure, but due to the serial numbers, the most you could do would probably be around 6 or 7 or so... meaning you'd have to have 7 identical gurk king hides, 7 identical woolamander harrower bone shards, and 7 identical of whatever enhancers/layers/resouces you use.

So, just to be sure I've got this right, for a suit of RIS Armor (not nessesarily a good suit), I would need to loot the following, and then give them to an RIS Certified Armorshmith and the only thing he'd need then is your basic metal etc etc, correct?

Correct? No one-use schematics, or anything right?
