What is the actual penalty? I am also Twi'lik, and the cost was pretty rough. They want 9000 faction points for a chest piece... at 150 cedits each.... Its pretty ccost prohibitive. They want poeple to wear the faction armpor.. but they sure make it tough for us to get it to them.

Incorrect, only a Master AS can buy the schems and they go directly to datapad, not tradeable. What you can do is buy FP with the smuggler and delegate it to your AS (make sure your smuggler has an inspiration buff when he buys and he will get 10% extra, also make sure the AS has the same buff when you delegate and he will get anoter 10% extra).
If you want to make both kinds you need to switch side all the time, not practial I would say.
Actually, only the toon donating/delegatiing the points has to be SF. The status of the other does not matter.

I just delegated 24000 pts to my soon to be Rebel MAS. (Respecing from Architect)
Search the forums on "Smuggler Faction Points" and you will find some threads on how to do it. The cost is high. To take my new MSmuggler to Col, and then transfer 24k to my AS cost 4.5 mil creds. The cost of the transfer was ~2300 points and Col. is supposed to be the lowest transfer rate for a smuggler.
Both toons have to be grouped and Spec Ops status when the smuggler uses the proper command to transfer the points.
Since JTL and ground faction are not linked, changing faction alignment on the for the AS is not a problem.
The problem is for the Smuggler and the transfer rate linked to faction rank. If the MAS has relations with Col. Smugglers of both factions then crafting both can be done.
I decided to respec a toon to Master AS just to try crafting faction armor. If there is a good thread about resource requirements for best stuff pls send me a tell.

Basically, every step of the manufacturing process is the same as regular armor.
The only differences are that
1) the schematics need to be bought from a faction recruiter and is expensive. Only Master Armorsmiths can buy the schematics andare untradable.
2) they can only be hand made (can't be made using factories).
In other words, you'll need to find a factioned Armorsmith who has the schematics already. There's nothing you really need to bring him/her, but extra faction points can always be usefu.
Other things you might consider bringing in would be some Health enhancing loot.

Each schematic has 10 uses.
For example, if you buy a Rebel Assault Right Bicep schematic, you can make 10 Right Biceps with that one schematic. After that, it's gone and you have to get another schematic.
