Originally (before beta) they intended for crafters to have more lots than regular folks, and houses having much larger item limits. Non-crafters were only supposed to have a single house, if I recall.
However, since they weren't able to easily implement a system where characters have different lot counts according to their skills, they just gave everyone 10 lots, and put in the 75 items per lot, 250 items max limits for houses.
So, seeing as how the original design called for higher item limits for crafters, one could hope that this concept would still have a chance of being revisited, perhaps in the form of whore... erhm... warehouses for Master crafters.
Or perhaps, if a renting system could be implemented that was completely secure and grief-proof for both tenant and landlord, placing warehouses could be a Merchant skill. It should be a requirement that the landlord should neither be able to access the contents of the warehouse, nor destroy it. Likewise, the tenant should not be able to hold the landlord's lots hostage, so the landlord should be able to release the lot at any time, upon which the tenant would have a grace period to seek out another landlord to either take over the lease or place a new building for him to move his stuff into.
