General consensus seems to be that this is still a problem. I'm going to be leaving it on our issues list and unsticky-ing this thread.

Yes, still an issue, and it seems to get even worse effects now. With a PH I got a moderate succes and the max damage was 65 less (403)than that of a succesfull created one. That is a lot considering after 7 points of experimentation the max damage was at 430 or something. So the moderate succes wasn't a succes at all, it was a faillure result. The weapon doesn't get any better with a moderate succes, it gets worse after one.
And Amazing successes decrease the max experimentation on a weapon. When crafting a PH on chimaera I can make one, with all great successes of 468 max damage. When I have 1 amazing succes and the rest great successes I can only max at 462. When I have 2 amazing successes I can only max at 456, so I loose 6 damage on every amazing succes. I thought Amazing successes should increase the max of your weapon??

Yes... I have +25 Assembly and +20 Experimentation and a few weeks ago I was getting nothing but moderates and critical failures in a research center. CSR's made it sound ike it was any other day but I think something was wrong. This happened over 12 sessions straight. Most other days I don't have that problem.

Yes, as an 11pt weaponsmith with no fs crafting. I've gone from 1-2 attempts to make a perfect grenade schematic to as many as 6 just recently, the same thing is happening with the less complex components,and figured they had introduced new code or a bug. I didn't need port before for making grenades but I'll try it.
