I have a regular T21, 34% damage slice, unscoped at 690 max damage with a pwp and a scoped T21, 34% damage slice with, I think, about 720 max damage with pwp.
Yeah pwp or pup = power up. these are made by artisans and can affect various stats on the weapon but the most popular are dam or spd pups. These will increase damage donew by up to 32% OR make your weapon 32% faster. (as a secondary effect these will often reduce mind cost, for example, by about 15% depending on how the artisan has crafted them.)
Scopes are weapon components which the WS can optionally add to the rifle as he creates it. These affect accuracy and range modifiers, but AFAIK do not affect damage - it is the stock component which is the optional damage modifier.

I've got a prenerf T-21 with max damage 445 unsliced. Speed is 9.2 though.

I made a few...roughly i need max damage 75+ damage tissues and an emporer's retreat stock.
So far my best was speed sliced came out to 677max at 4.5

You need tissues that are at least +70 damage, and also use a damage stock.
I got a set of +75's that went into a T21. It was 463 maxpre-slice. Its also 6.3 speed.
I then got a 30% damage slice on it. Its 602 without a power-up. And should be exactly 800 with one.

omg - thank you soooo much!!! I now feel i have somewhat of a grasp on rifles...and what to ask my weaponsmith for in order to custom it to my needs. Thank you again for the detailed description, I hope other noobs to this profession benefit as much of it as I did

its possible to make Stocked T21s with 8.0 speed, and 410ish max damage,95ish mind.... at least on Bria. That's unsliced, no powerups.

those of you who are imps should go do your imp theme park and hope u get the rifle/carbine stock reward. give 30 dam bonus and a speed decrease. being a rebal i had to buy some. but without the best resources on the valcyn server (cuase they have just recently popped) i have had a a couple of 6.5spd 402max 95 mind t-21's made. these also were only made with aph's with max dam of 36 highest my smith has had in the past is 41. so there room for improvement. sliced they came out to 510 and 525 max dam

The easiest (and cheapest) way is to get a 12 point master weaponsmith to make you a run of 10 to 20 of the best rifles he can make using his best materials. (non krayt)
This alone is really hard on some servers because certain materials just do not spawn well on some servers.
Then get all of them sliced by a master smugler and at least one or two should get a +33 damage powerup. Then put a weapon powerup on that and you have got yourself a nice weapon.
There is also a way to double and triple slice these things that I here still works but if you do this you and the smugler that helps you deserve to get banned and I really hope you do. I wish the devs would ban people forevor fo cheating on stats.

11 krayt tissues for one T21? Well that explains why I don't see them on any WS vendors, I just thought they might be extremely popular. And here I thought 4 for a Dx2 was bad.
