I broke my 0.1 speed fwg5 while repairing it. /blownose
I have seen lots of weapons with less than 1.0 speed. the 1.0 speed cap is the lowest you can actually fire a weapon. Thus, a newb using a 0.7 speed weapon would level much faster than a newb using a 3.0 speed weapon, but 2 masters using weapons with the same speed difference would see very little if any difference in actual fire rate.
