When I logged into test center the Blaster Fist was for ANYONE above combat level 40. Massasaki knucklers however were for novice commando only. I was able to equip the blaster fist with my Master Swordsman/ Master Weaponsmith/ 4004 Merchant toon. Apparently they changed the cert requirement for this weapon since you were testing the CU on your test center.
