Why not? You're talking like everyone who plays the game is sane, and isn't moronically 'win'-focused.
Other than that one point, I agree with you 100%.
Even the 'win' focussed will eventually go mad doing this kind of thing
They'd eventually get an exceptional build and then critical fail on experimenting, or something. You know how it works, it's always the way! You can hand craft things flawlessly as the day is long until it's important, then suddenly it's raining crit fails.
Given the amount of NPCs that die every day (as shown in the oh-so amusing yet useless astromech stats) versus the number of exceptional items that are of actual use (and not something like an 'exceptional' locked container, or some 'exceptional' heavy duty leather clasps) - this 'win' focussed moron would have to churn through hundreds if not thousands of builds, and this cannot possibly be macrofied. And when they finally score, it could be one of those exceptional-yet-not-so-exceptional items - like maybe it has 20% MORE WOUND! Even as a salve for content, it's pretty poor. Instead of annoying both camps, they should just get their act together!
Personally even if I was guaranteed an exceptional weapon if I sat down and hand crafted 5,457 of them first, you can forget it. And if someone did do it, then power to them, it won't be a market flood and they'll be so focussed on grinding through builds they don't have any other impact on the economy, either
They'll be hermits, though real hermits - I've always laughed on Tatooine driving past a camp full of 'hermits' who say 'Gotta go,I have somepeople to see!'
